The interim head of DOGE outlined that Elon Musk is not an employee of the United States Doge Service and does not report to the acting Doge chief, according to a court document that provides further insight into the inner operations of the office.

According to Amy Gleason, the acting administrator of DOGE, who submitted a declaration in a court document on Friday, Elon Musk doesn’t hold a position with USDS. She stated that she doesn’t report to him, nor does he report to her. As far as she knows, his role is that of a Senior Advisor to the White House.

Musk has served as the public persona of DOGE for months As President Donald Trump commemorates the billions of dollars saved by his administration thanks to DOGE’s efforts to eliminate excessive spending, mismanagement, and fraud within the federal government, Musk reportedly holds “no actual or formal authority to make governmental decisions” despite serving as a senior advisor to the president. This information was provided by a White House official in an additional court document filed in February.

Last month, The White House designated Gleason as the official acting head of DOGE. Gleason, an obscure government worker with experience from the initial Trump administration, submitted a statement in a recent court document related to a lawsuit against DOGE. This declaration offers additional insights into the functioning of the governmental department.

Gleason formerly worked at the United States Digital Service, established in 2014 under President Barack Obama as a tech department inside the Executive Office of the President. In January, Trump issued an executive order renaming this office to the United States DOGE Service and setting up DOGE.

Aside from managing USDS, Gleason is also responsible for the U.S. DOGE Service Temporary Organization — an entity set up by Trump in January that operates within the USDS framework and will cease to exist on July 4, 2026.

In her statement, Gleason clarified that according to President Trump’s executive order initiating DOGE, heads of agencies were tasked with forming their own DOGE units aimed at identifying and cutting down on unnecessary expenditures. She mentioned that these specific agency DOGE groups consist of personnel from within the agencies or those detailed elsewhere, and they do not fall under her jurisdiction.

Each member of an agency’s DOGE Team is either an employee of the agency or someone detailed to the agency. Whether they are agency employees or detailed personnel, these team members therefore report to the agency heads or their designated representatives, rather than to me or any other individual at USDS,” she stated.

"Sometimes, members of the agency DOGE Teams come from USDS through detail assignments. When USDS assignees serve on an agency DOGE Team and operate in their role as team details, they fall under the supervision of staff at the receiving agency," she explained.

Gleason has been characterized by previous coworkers as a "world-class talent" known for often putting in lengthy workdays and maintaining a non-political stance.

According to its website, DOGE has helped save approximately $115 billion in governmental expenditures through measures such as downsizing the workforce, canceling contracts, achieving regulatory savings, and implementing various other programs. Trump has touted DOGE's work repeatedly in public remarks, including rattling off a list of government grants that were axed since his inauguration during his first address to a joint session of Congress earlier this month.

“Forty-five million dollars allocated for diversity, equity, and inclusion scholarships in Burma,” Trump stated as he listed instances of government spending wastage on March 4 following his appreciation for Musk’s efforts with DOGE. “Another forty million aimed at enhancing the socioeconomic integration of settled immigrants. No one seems to understand this initiative either. Then there’s eight million set aside to support LGBTQI+ groups within Lesotho—a country few people recognize. Additionally, sixty million dollars intended for empowering indigenous populations and Afro-Colombians across Central America. And lastly, an allocation of eight million toward transforming mice into trans-species.”

Democrats and federal employees have voiced strong opposition to DOGE ever since investigations and widespread layoffs began across multiple agencies after Trump took office. This includes organizing demonstrations outside government structures in Washington, D.C., and particularly holding Mr. Musk accountable for his association with DOGE.
