Little information is available regarding the pact to establish a "reconstruction investment" fund. Nonetheless, Ukrainian Economy Minister Yulia Svyrydenko stated that Kyiv will maintain complete control over Ukraine’s mineral wealth.

The U.S. and Ukraine have entered into an accord to establish a "restoration investment" fund Both administrations verified this on Wednesday in Washington.

The specific terms of the agreement have not been disclosed by the United States; however, it is presumed that the deal provided Washington with preferential rights to Ukraine’s resources, which are essential for advanced technology sectors.

Nevertheless, Ukrainian Deputy Prime Minister and Economy Minister Yuliia Sviridenko stated that Ukraine will maintain complete ownership of all its mineral resources within the pact made with the United States.

On Wednesday night, Trump stated on NewsNation that the agreement, theoretically, implies the U.S. would receive more from Ukraine than it provided.

He mentioned that his desire was to have protection," and also noted that he did not wish to appear "silly" by failing to recoup U.S. assistance funds allocated to Ukraine.

Ukraine will retain authority over resources within its borders.

Svyrydenko, who inked the agreement in Washington, mentioned that the fund will be co-managed by both nations. In a post on X, he stated, “The Ukrainian government decides what resources to exploit and where.”

She stated: "No party will have a decisive vote — mirroring an equitable alliance between our two countries."

The agreement demonstrates a dedication to the 'peace process' with Russia.

In the meantime, Treasury Secretary Scott Bessent stated that the U.S. was dedicated to assisting in bringing an end to the conflict, after Russia launched its comprehensive assault on Ukraine in 2023.

He stated that this accord unequivocally conveys to Russia that the Trump administration is dedicated to a prolonged peace process focused on a free, independent, and thriving Ukraine.

The US Treasury said on its website that the economic partnership would allow the two countries "to work collaboratively and invest together to ensure that our mutual assets, talents, and capabilities can accelerate Ukraine's economic recovery."

Trump sought equitable reimbursement for America's assistance to Ukraine.

US President Donald Trump's return to office in January 2025 saw him push to end the war between Ukraine and Russia, but he has also complained that Kyiv was not providing sufficient compensation for the military and financial support it has received and insisted that Washington get more in return.

"President Trump envisioned this partnership between the American people and the Ukrainian people to show both sides' commitment to lasting peace and prosperity in Ukraine," Bessent said.

"And to be clear, no state or person who financed or supplied the Russian war machine will be allowed to benefit from the reconstruction of Ukraine."

The Ukrainian parliament will still have to ratify the agreement before it can come into force.

The negotiations were nearly at an impasse following a significant dispute at the White House involving Ukrainian President Volodymyr Zelenskyy and US President Trump in February.
