 미국에서 자국으로 수출되는 자동차에 대해 추가적인 관세를 곧 도입하려는 움직임이 있어 현대자동차 그룹과 GM 코리아, 그리고 관련 부품 제조사들이 경각심을 가지고 있습니다. 산업 전반에서는 만약 정부로부터 효과적인 해결 방안이 나와주지 않는다면 수출 물량 감소와 함께 국내 공장을 폐쇄해야 할 상황마저도 걱정되고 있습니다.


 2일 차량 산업 관련 소식통에 따르면, 미 정부는 다음 날인 3일(한국 기준) 약 20%의 복합 관세를 제시했으며 이튿날 4일부터 미국으로 들어오는 모든 승용차에 대해 25%의 세금을 매기도록 결정했습니다.


 미국 시장은 한국 자동차 수출 물량 중 51.5%를 차지하므로 이러한 추가 관세가 시행될 경우 수출에 큰 타격을 입게 될 것이다. 더욱이 미국 정부는 한국에서 가져온 부품 대신 미국 국내에서 모든 것을 제조하도록 강력히 요청하고 있습니다.


 이에 대해 한국자동차연구원 이항구 자문위원은 “자동차 관세 25%만 해도 제조마진을 감안하면 사실상 수출 불가 상태인데 45%를 부과한다는 것은 무역을 아예 못하게 하겠다는 것”이라면서 “기업 차원의 대응에는 한계가 있고 결국 정부가 미국과 농산물, 방위비 분담 등의 카드로 협상을 해야 하는 상황”이라고 진단했다.


 한국자동차모빌리티산업협회의 보고서에 의하면 작년에는 현대차, 기아 그리고 제네시스가 미국 시장에서 총 약 170만 대의 자동차를 팔았습니다. 이 숫자 가운데 70만 대는 미국 국내 공장에서 만들어져 세금 부담이 적었으나, 나머지 100만 대인 한국과 멕시코에서 만든 제품은 이제부터 추가적인 세제 관련 문제로 어려움을 겪게 될 전망입니다.


 현대차그룹은 최근 미국 조지아주에서 완공된 새로운 공장(HMGMA)의 운영 및 추가적인 생산 능력을 활용하여 현지 생산 규모를 연간 120만 대까지 증가시켜 관세 인상으로 인한 타격을 줄이고자 한다. 그러나 국내 수출 물량 감소로 인한 노사 갈등 등의 부작용도 불피할 것 같다는 시각이 있다.


 작년에 한국에서 만든 자동차 중 88%, 즉 42만 대가 미국으로 수출된 GM 코리아 상황이 긴급하다. GM 코리아는 '트레일블레이저' 및 '트rackс' 같은 주력 SUV 모델을 미국 시장을 위한 제품으로 제조하고 있다.


 자동차 업계에서는 미합중유States내 GM 공장에서 이들 두 모델을 제조하는 것이 높은 노동비용 등의 이유로 실현 가능성이 낮다고 보고 있다. 이러한 두 차종은 현재 미국 시장에서 GM 판매량의 약 16%를 구성하며, 저소득층인 국민 중 하위 30%에서도 기다릴 정도로 많은 관심을 받는 제품이라서 GM 입장에서는 한국에서의 생산을 포기하기 어렵다는 점이다.


 관련하여, 헥터 비자레알 GM 한국 사업장의 사장은 이전 달 마지막 날 직원들을 상대로 진행된 '올 피플 미팅'에서 "GM은 몇 개월 전부터 이러한 가능성을 고려해서 여러 가지 시나리오를 마련해왔고, 인천 부평 및 경남 창원 공장은 원래 계획대로 생산을 지속할 것"이라며 말했습니다.


 미국의 이러한 관세 조치에 맞서 현대차그룹은 미국 시장에서 가격 상승을 논의 중이다. 또한 메르세데스-벤츠와 유사하게 저가형 차종의 미국 판매를 줄이는 방법도 타진해볼 수 있을 것으로 보인다.


 GM의 한국 사업장은 이중 관세 도입 시 가격 경쟁력을 크게 잃게 되고, 결과적으로 수출 물량이 줄며 생산 활동도 침체될 것이란 걱정이 나오고 있습니다. 일부에선 이미 전북 군산공장을 폐쇄했던 사례를 예시로 들면서 추가적 조직 개편이나 심지어는 장기적인 퇴출 가능성마저 언급하고 있어요.


 관련하여, 완제차 기업들의 수출 성과에 직격탄을 맞는 지역 내 자동차 부품 산업은 단순히 추세를 관찰하고 있을 뿐이다. 특히 부산 지역에서는 미국으로의 출하량이 큰 현대자동차 울산 공장 및 GM 코리아 창원 공장을 상대로 사업하는 경우가 많이 있다.


 이항구 자문위원은 "현 시점에서는 어려운 상황이지만, 미국과 자유무역협정(FTA)을 맺은 나라는 멕시코, 캐나다, 그리고 대한민국으로 알려져 있습니다"라며 "따라서 지금 미국 정부가 멕시코와 캐나다와 논의 중인 사안들을 참고하여 한국 역시 동일한 조건을 주장해야 합니다." 또한 그는 " GM의 한국 사업장에서도 이전 세월처럼 조직 개편이나 공장을 폐쇄 등의 압박 전략을 사용해 우리 정부에게 부담을 줄 가능성이 있으며, 이런 경우 정부는 신중하고 효과적으로 대응할 필요가 있다" 고 말했습니다.


 한라대학교의 최영석 교수는 미래 모빌리티 공학과의 방문 교육자로써 "현재 미국에서는 필요한 인력을 찾는 것이 어려워서 생산량을 증가시키는 데 제약이 있습니다. 또한 자동차 가격 상승에 대해서도 많은 이들이 찬성하지 않습니다."라고 말했습니다. 그는 계속해서 "관세가 현실성이 없다고 생각되므로, 시간이 지남에 따라 큰 영향은 받지 않을 것으로 보입니다"라는 견해를 피력하였습니다.

 DETROIT − General Motors executives met with the head of the U.S. Secret Service in Michigan this week to discuss building a new presidential limousine, the agency said on social media Friday.


 The news comes just days after U.S. Commerce Secretary Howard Lutnick

 A GM spokesman said the company would not comment on current or future government contracts.

 The Secret Service said on

 that Director Sean Curran met with GM “to discuss advancements that could benefit the next generation of armored SUVs.”


 A Secret Service spokesman confirmed for the Detroit Free Press, part of the USA TODAY Network, on Friday it had contracted with GM to produce a new presidential limousine, though it declined to discuss how the vehicle might differ from the current one or offer other details about Curran's discussions with GM.


 "The U.S. Secret Service is always exploring emerging technology to enhance our protective operations," said Nate Herring, lead public affairs specialist for the Secret Service. "Director Curran’s visit to the General Motors Tech Center in Warren was to discuss new advancements that could benefit the next generation of armored SUVs. The U.S. Secret Service employs a variety of vehicle platforms.

 The National Highway Traffic Safety Administration reported that General Motors is recalling over 90,000 cars due to an issue with the transmission control valve that may lead to tire lockup.


 According to the safety administration, this issue impacts automobiles equipped with a 10-speed transmission. The transmission control valve in certain vehicles may develop significant wear over time, leading to a drop in internal pressure. This condition could cause rough gear shifts as a consequence.


 "The administration warned in a recall notice that there is a possibility, albeit uncommon, for the wheels to momentarily lock up," which could heighten the likelihood of an accident.


 The recalled models include the 2020 through 2021 Cadillac CT4, the 2020 through 2021 Cadillac CT5, the 2019 through 2020 Cadillac CT6, as well as the 2020 through 2022 Chevrolet Camaro.


 Out of the 90,081 vehicles that could be impacted, approximately 1% are believed to have the issue, according to the NHTSA.


 In September, the driver of a 2021 Cadillac CT5 informed authorities that the vehicle’s front wheels seized up.


 GM had previously examined this matter, they stated. Since these lock-ups typically did not exceed 150 milliseconds, the firm concluded that as no crashes or injuries were linked to them, it was insufficient duration for loss of vehicle control, leading them to close the investigation, as per the safety administration.


 The investigation into the issue was resumed in November 2024, when a General Motors investigator discovered 115 cases of malfunctioning locks, including one case that resulted in an accident, according to the NHTSA.


 General Motors' Safety Field Action Decision Authority later opted to initiate a safety recall on February 27, according to the safety administration.


 Owners who are impacted will begin receiving notifications next month and will have access to updated transmission control software designed to identify significant safety valve wear and avoid wheel lock-ups.
