El país centroamericano estaba previsto como punto intermedio para estos migrantes cuyas nacionalidades hacían difícil devolverlos directamente al lugar de origen según lo deseaban las políticas del gobierno de Donald Trump, quien buscaba agilizar dichos procesos de expulsión.
