Ridwan Kamil memberikan keterangan yang mengejutkan kepada para pemimpin Golkar usai beberapa propertinya diamankan oleh Komisi Pemberantasan Korupsi (KPK).


 Komisi Pemberantasan Korupsi (KPK) dilaporkan sudah mengambil beberapa harta benda saat melakukan pencarian di kediaman Ridwan Kamil serta kantor salah satu bank milik negara.


 Demikian disampaikan oleh Plh Direktur Penyidikan KPK Budi Sokmo saat memberikan keterangan pada konferensi pers di gedung Merah Putih, Jakarta, pada hari Kamis tanggal 13 Maret 2025. Razia tersebut berkaitan dengan dugaan kasus suap yang melibatkan bank milik negara.


 Setelah melaksanakan pencarian di rumah Ridwan Kamil dan kantor suatu bank, Komisi Pemberantasan Korupsi mengamankan beberapa item sebagai barang bukti.


 Budi mengatakan bahwa dalam kurun waktu tiga hari melakukan pencarian barang bukti, KPK berhasil mendapatkan beberapa dokumen, catatan yang berkaitan dengan penggunaan uang di luar anggaran resmi, serta berbagai harta benda.


 Uang yang bukan bagian dari anggaran resmi merupakan sejumlah dana di luar batas anggaran yang tak dicatatkan pada APBN maupun APBD.


 KPK pun telah berhasil mengidentifikasi semua pihak yang mendapatkan manfaat dari dana di luar anggaran tersebut.


 Barang bukti yang diamankan oleh Komisi Pemberantasan Korupsi (KPK) berkaitan dengan dugaan tindak pidana korups di salah satu bank milik negara di Jawa Barat meliputi beberapa dokumen transaksi keuangan berupa setoran tunai senilai sekitar Rp 70 miliar, motor dan mobil, properti tanah, serta gedung dan rumah.


 KPK menyita barang-barang itu karena dicurigai bahwa waktu dan cara memperolehnya berkaitan erat dengan kasus suap di Bank BJB yang tengah diselidiki oleh mereka.

 Pada saat yang sama, Sekretaris DPD Partai Golkar Jawa Barat, Iswara menyatakan bahwa mantan gubernur Jawa Barat Ridwan Kamil sempat menghubunginya untuk memberikan suatu pengakuan.


 Iswara mengungkapkan bahwa Ridwan Kamil menyatakan dirinya tidak terlibat dalam skandal suap yang berkaitan dengan proses periklanan di salah satu bank milik negara.


 Iswara menyampaikan hal tersebut setelah berbicara dengan Ridwan Kamil pada Jumat (14/3/2025) malam.


 Terakhir, beliau mengatakan 'Insya Allah jika saya tidak terlibat dalam urusan itu,' demikian penjelasan Iswara di Ponpes Darussalam Ciamis, Jawa Barat, pada hari Sabtu, 15 Maret 2025.


 Iswara juga menyebutkan bahwa Ridwan Kamil menghubungi dirinya melalui nomor stafnya, bukan nomor telepon pribadinya.


 "Sampai saat ini, ketika menghubunginya selalu tak dapat dijangkau. Beliau menelepon melalui telepon genggam stafnya," jelasnya.


 Dalam panggilan telphon, Ridwan Kamil menyatakan dirinya tengah ada di Bandung.


 "Beliau dalam keadaan sehat dan berada di Bandung," ujar Iswara.


 Berdasarkan penjelasan Iswara, Ridwan Kamil menegaskan tekadnya untuk bersama-sama mendukung jalannya proses hukum yang sedang berlangsung di KPK.


 Meskipun demikian, sampai saat ini sang mantan gubernur Jawa Barat tersebut belum juga menerima jadwal untuk diperiksa dalam kasus suap yang menyangkut bank milik negara.


 "Beliau menegaskan bahwa pasti akan bersedia, bekerja sama, serta segala permintaan dari pihak penyidik nanti termasuk yang berasal dari KPK akan dipatuhi olehnya," jelasnya.


 Pada situasi tersebut, KPK belum mengidentifikasi posisi hukum Ridwan Kamil terkait dugaan suap dalam proyek periklanan di bank milik negara.


 Namun, KPK mengonfirmasi bahwa mereka akan mencegat Ridwan Kamil guna pemeriksaan lebih lanjut dalam kasus suap itu.


 Ridwan Kamil perlu dipanggil untuk melakukan pemeriksaan lebih lanjut mengenai bukti-bukti yang telah diamankan selama penggeledahan di kediamannya.


 KPK Segera Memanggil Ridwan Kamil Terkait Dugaan Skandal Suap Bank Milik Negara


 Komisi Pemberantasan Korupsi (KPK), menurut Budi Sukmo, berencana untuk mengundang mantan Gubernur Jawa Barat Ridwan Kamil (RK).


 Ridwan Kamil dipanggil guna memberikan penjelasan lebih lanjut usai rumahnya di Bandung diperiksa pada Senin (10/3/2025).


 Namun begitu, Budi Sukmo mengatakan bahwa mereka belum memutuskan posisi hukum Ridwan terkait dengan kasus dugaan suap di salah satu bank milik negara.


 "Jika hingga kini posisi beliau masih terlibat dalam kasus ini dan tidak sebagai saksi, sebab belum ada panggilan untuk menjadi saksi," ungkapnya pada konferensi pers, Kamis (13/3/2025).


 "Kapan dia akan dipanggil? Nantinya kami pasti akan menghubunginya, sebab di tempat tinggal orang tersebut telah dilakukan pencarian petunjuk dan ada beberapa bukti yang sudah disita. Tentu saja hal ini perlu diklarifikasikan dengan pihak terkait," jelasnya.


 Tentang jadwal panggilan Ridwan, Budi hanya menyebut bahwa pemanggilan para saksi akan segera diatur.


 "Terkait dengan pemeriksaan tersebut, kami pasti akan memanggil semua saksi secepatnya berdasarkan temuan dari penyelidikan yang telah dilakukan," tegasnya.


 Untuk memastikan kembali tentang bukti yang telah kitaambil atau kita amankan di lokasi tersebut.


 Pada kesempatan tersebut, dia pun merespons pertanyaan jurnalis tentang apakah Ridwan Kamil sebagai pemilik saham di BJB berpartisipasi dalam proses pengambilan keputusan. Menurut Budi, tim mereka belum menemukan bukti atas hal itu.


 Selama proses investigasi yang telah kita jalankan sejak tanggal 20 Februari, kita belum menemukan bukti tersebut.


 "Proses yang dilakukan di sini hanya berkaitan dengan pemeriksaan penggunaan dana tersebut," jelasnya.


 KPK, melanjutkan dia, menginvestigasi siapa pun yang menerima dana dari dugaan kasus korupsi itu serta penggunaannya.


 Siapakah di antara penerima uang-uang tersebut dan bagaimana penggunaannya? Apakah telah terjadi perubahan wujudnya atau tidak? Hanya sampai tahap itulah informasinya.


 "Terkait dengan peran Saudara RK sebagai pemilik saham dalam pengambilan keputusan, kami belum bisa memberikan informasi itu sebab memang belum ditemukan bukti dalam tahap penyelidikan," jelasnya.


 
 Jokowi terkejut ketika rumah RK dicek
 


 Presiden nomor tujuh, Joko Widodo (Jokowi), memberikan komentarnya mengenai pemeriksaan rumah milik Ridwan Kamil yang dilakukan oleh petugas penyidik dari Komisi Pemberantasan Korupsi (KPK).


 Jokowi menyatakan tidak mengetahui tentang masalah yang menimpa mantan tim suksesnya tersebut.


 Justru, Jokowi terkejut saat menerima informasi tentang penjarahannya tersebut.


 "Sangat terkejut," ujar Jokowi di Sumber, Banjarsari,Solo, Selasa (11/5/2025).


 Sebaliknya, Jokowi menekankan kepada Ridwan Kamil untuk tetap taat pada proses hukum yang ada jika kelak terdapat bukti keterlibatan dalam kasus dugaan tindakan rasuha


 "Iya, semua proses hukum harus kita junjung tinggi. Benar kan saya tidak mengerti," kata Jokowi.


 Sebagaimana telah diketahui, rumah tinggal Ridwan Kamil yang berada di Jl. Gunung Kencana, Kelurahan Ciumbuleuit, Kecamatan Cidadap, Kota Bandung, diserahkan kepada pemeriksaan oleh penyidik Komisi Pemberantasan Korupsi dalam rangka kasus dugaan suap pada sebuah bank milik negara tempat dicurigai adanya peningkatan nilai dana iklan sebesar hingga Rp 200 miliar.


 Akan tetapi, KPK belum merilis hasil penyitaan usai melakukan pencarian di tempat tinggal RK.


 Di samping itu, badan pemberantasan rasuah belum mengumumkan apakah RK telah ditetapkan sebagai salah satu tersangka dalam kasus suap terkait bank yang dimiliki oleh BUMD Jawa Barat tersebut.


 Penjelasan pakar hukum


 Pakar hukum bisnis bernama Rio Christiawan mengungkapkan tuduhan terkait hubungan Ridwan Kamil dengan kasus tersebut.


 Rio mencurigai bahwa Ridwan Kamil memanfaatkan kekuasaannya ketika menjabat sebagai Gubernur Jawa Barat yang berpotensi mengarah pada dugaan suap atau korupsi di sebuah bank milik negara tersebut.


 Selanjutnya, ia menanyakan apakah dampak yang dihasilkan oleh Ridwan Kamil ikut dipergunakan untuk mendapatkan keuntungan pribadi.


 
 "Saat ia menjadi seorang pejabat pemerintah, pasti berdampak pada Bank BUMD Jawa Barat. Pertanyaannya adalah apakah dampak itu digunakan dengan cara melanggar hukum, dan di sini kita bicara tentang UU Antimoney Politics Corruption atau UMTPC."

 Namun, menambahkan lebih lanjut, KPK sudah mengikuti tata cara yang benar saat melakukan pencarian di tempat tinggal sang mantan calon gubernur (cagub) DKI Jakarta itu.


 Sebab, KPK apabila hendak memberikan status kepada seseorang perlu didasari oleh bukti yang nyata dan dapat dijelaskan dengan bertanggung jawab.


 "Jelaslah di sini, KPK pun tak boleh asal memberikan status pada seseorang karena itu sebaiknya mereka melakukan penggeledahan terlebih dahulu sebelum memutuskan status tersebut," kata Rio.


 Asal Usul Kasus Diduga Penyuapan di Bank Daerah


 Awal ceritanya adalah laporan yang dibuat oleh Badan Pemeriksa Keuangan (BPK) pada bulan Maret 2024 tentang dana iklan bank daerah di Jawa Barat. Laporan tersebut menunjukkan adanya perbedaan besar antara anggaran yang diajukan dengan jumlah uang sebenarnya yang diterima oleh media, yakni mencapai Rp 28 miliar.


 Berikutnya, Kepala Eksekutif Utama (KEU) bank daerah itu, Yuddy Renaldi, memilih untuk mundur pada tanggal 8 Maret 2024 karena pertimbangan pribadinya.

 Eezee Tee and his company were brought before Justice Chukwujekwu Aneke on multiple counts bordering on unlawful foreign exchange dealings and failure to comply with statutory anti-money laundering regulations.
 
 
 According to the EFCC, one of the charges involved negotiating a forex transaction amounting to $52,895 in June 2023 without authorization from the Central Bank of Nigeria, an act contrary to Section 5 and 29(1)(c) of the Foreign Exchange Monitoring and Miscellaneous (Provisions) Act.

 An assistant principal at a middle school in central Florida stands accused of improper conduct involving a 13-year-old student.
 
 
 According to the Polk County Sheriff's Office (PCSO), Keiva Lark, a 53-year-old assistant principal at Lake Marion Creek Middle School, has been arrested and taken into custody at the county jail. She faces charges of lewd or lascivious conduct as well as committing a lewd act upon a student by someone in authority; these offenses are classified as second-degree felonies.
 
 
 The inquiry started on April 4 following the report of the incident by the school’s principal to law enforcement officials. Both the Polk County School Board and the Florida Department of Children and Families were informed about this matter as well, with Lark being put on administrative leave during the probe, stated the sheriff's department.
 
 
 As per the reports, the event took place after a student was referred to Lark’s office for tossing paper during class time. According to witnesses and the person involved, Lark asked the student to massage his feet, then proceeded to remove his footwear and positioned his legs over the student's lap. It is alleged that Lark criticized the student for improper foot-rubbing technique and showed them what they considered appropriate by rubbing the student’s arm and shoulder instead. Another staff member reportedly overheard Lark telling the student to “massage his feet as though he adored him” and made inappropriate comments about foreplay.
 
 
 A witness informed PCSO that Lark subsequently confessed to overstepping boundaries during the event. During a forensic interrogation, the victim disclosed that Lark had called him "Sexy Chocolate" in the school corridor.

 Sheriff Grady Judd addressed the issue, stating, "Initially, Dr. Lark informed investigators that this was merely a prank intended to modestly put down the victim. It's entirely improper for a 53-year-old woman to behave and speak in such a manner towards a middle school boy. The severity escalates further knowing that she was his assistant principal and student."
 
 
 The sheriff’s department stated that Lark subsequently admitted her behavior was not suitable for someone in her role, yet she refuted accusations of making improper remarks to the victim.
 
 
 Superintendent Heid from Polk County Public Schools commented, “Such conduct is utterly unacceptable for individuals working alongside students, particularly those in administrative roles. This individual should have no place near children whatsoever. We applaud the swift response of the school principal in promptly reporting this matter, enabling us to act swiftly and collaborate with the Polk County Sheriff’s Office to safeguard our students.”

 Wadettiwar told ANI that Rana must be swiftly transferred to India and executed. He stated that someone who assaulted Mumbai and claimed numerous lives deserves no leniency. Additionally, he emphasized that this issue shouldn’t be exploited for political purposes.

 On Thursday, Union Minister Piyush Goyal criticized the Congress party for failing to take action against those responsible for the 2008 Mumbai terrorist strikes, an incident that resulted in 166 fatalities.
 
 
 Taking a dig at Congress, Goyal argued that the then government did the job of "serving Biryani" to Ajmal Kasab, one of the accused in the 26/11 Mumbai attacks. He credited Prime Minister Narendra Modi's resolve to bring those who attacked the country to justice and ensure that they get punished on Indian land.
 
 
 "While Congress was in power, terrorists struck the very hotel where we're now located. Innocent lives were lost here. Yet, Congress took no action against those responsible. Even the captured terrorist, Kasab, was provided with Biryani. But under Prime Minister Modi’s leadership, his firm stance ensures that such attackers will face justice and receive their due punishment. All citizens of India take pride in Prime Minister Modi for his commitment to holding all perpetrators accountable on this soil," stated Goyal to ANI.
 
 
 The Union Minister further lashed out at the Shiv Sena (Uddhav Balasaheb Thackeray), accusing them of engaging in "appeasement politics" more than the Congress party. Intensifying his attack against the INDIA bloc, Goyal argued that they couldn't think beyond appeasement politics.
 
 
 "Even if an individual is Muslim and has committed a significant offense, Sanjay Raut will still choose to represent them. Uddhav Thackeray’s Shiv Sena practices vote-buying tactics more frequently than the Congress party does. The INDI alliance lacks innovative ideas and remains fixated on such political strategies without embracing constructive thought processes. In contrast, Prime Minister Modi aims to eradicate Naxalism. Likewise, we won’t tolerate terrorism either,” Goyal stated.
 
 
 Meanwhile, Senior Advocate Majeed Memon stressed the importance of conducting a "fair trial" just like it happened for Ajmal Kasab, who was given a death sentence for his involvement in the 26/11 Mumbai attacks. He said that it was an accomplishment for the country that a "disgusting" terrorist was handed over.

The Supreme Court of Kenya has addressed a case where a man received a life sentence for sexually assaulting a minor, assessing if this punishment should instead be changed to a flat term of thirty (30) years.
 


 
 The Court pointed out that according to Section 8(2) of the Sexual Offences Act No. 3 of 2003, someone found guilty of committing defilement against a child eleven years old or younger must face a sentence of life imprisonment upon conviction.
 


 
 It was emphasized that a court decision changing life imprisonment to a fixed-term sentence would contravene the Kenyan Constitution.
 


 
 "According to the sentencing guidelines under the Sexual Offences Act, there is a mandatory minimum sentence that typically depends on thevictim's age; generally, the younger the victim, the harsher the punishment," stated the judgment partly.
 


 
 “Consequently, after the trial court confirmed that all elements of defilement were established beyond a reasonable doubt, as I previously stated in my ruling, there was no scope for the court to exercise discretion. The sole minimal compulsory sentence prescribed under the Sexual Offenses Act was life imprisonment.”

 Supreme Court Rejects Replacing Life Imprisonment with 30-Year Sentence

 The decision comes after Evans Nyamari Ayako appeared before the Senior Principal Magistrate’s Court at Ogembo on July 18, 2011. He was charged with defilement according to Section 8(1) and Section 8(2) of the Sexual Offences Act, Cap 63A under Kenyan law.
 


 
 He was additionally faced with a different charge of performing an indecent act involving a child, as per Section 11(1) of the aforementioned legislation.

 Following the testimony from the prosecution's witnesses and after reviewing all submitted evidence, the trial court ruled against the Respondent, finding him guilty. Consequently, he was convicted and received a sentence of life imprisonment as stipulated under Section 8(2) of the Sexual Offenses Act.
 


 
 The High Court ruled that the lower court properly interpreted and applied the legislation to the circumstances of the case and consequently handed down the least severe punishment allowable as per Sections 8(1) and (2) of the Sexual Offences Act, namely life imprisonment.
 


 
 The court rejected the appeal and confirmed both the conviction and the punishment assigned to the respondent.

 Appellate Court Changes Lifetime Sentence to 30 Years

 Nevertheless, the Court of Appeal subsequently reversed the life sentence and replaced it with a 30-year prison term, which began on July 18, 2011, when he initially appeared before the court.
 


 
 By determining that an indefinite life sentence contravenes Articles 27 and 28 of the Constitution, the Court of Appeal examined recent international legal trends concerning changing norms of human dignity and rights. This includes the worldwide movement toward eliminating or reformulating life imprisonment.
 


 
 The court reviewed procedures in nations including Namibia, Germany, South Africa, Mauritius, Spain, and Zimbabwe, along with rulings made by tribunals such as the European Court of Human Rights.  It similarly cited academic perspectives that characterize life imprisonment without the chance of release as a "living death sentence," "death by incarceration," "virtual death sentence," "lengthy death penalty," or "death sentence with no execution date." Additionally, it pointed out that numerous legal systems have shifted toward establishing specific terms for life sentences.
 


 
 Citing the reasoning employed in those legal systems, the Court of Appeal determined that life imprisonment qualifies as cruel and degrading treatment because of its indeterminate duration.
 


 
 Consequently, this decision permitted the challenge to the original sentence and replaced the life term with a fixed 30-year prison term.
 


 
 As a result, the respondent was instructed to serve a 30-year prison term starting from July 18, 2011, which is when he entered his plea.

 Justification by Supreme Court

 Nevertheless, the Supreme Court noted that although the appellate court referred to municipal laws from different jurisdictions, it did not cite any precedent where a court had transformed a life sentence into a fixed-term sentence.
 


 
 The court further noted that it did not clarify how this conclusion would be consistent with Kenya's legal principles.
 


 
 "The court also breached Article 51 of the Constitution, which states that only Parliament has the authority to categorize an offense and stipulate the corresponding penalty," the decision continued.
 


 
 Specifically, Article 51(3) of the Constitution grants the Legislative body the responsibility to define how prisoners should be treated, encompassing decisions about parole eligibility periods, release conditions, and post-release oversight.
 


 
 The Appeals Court breached the doctrine of stare decisis by imposing a term sentence instead of life imprisonment, even though the legislature had not enacted such a change.
 


 
 The court restored the decision made by the High Court. To avoid any ambiguity, the respondent will be required to serve a life sentence as initially decreed by the Magistrates' Court.

 NAGAHAMA, Shiga — On April 3, three individuals in western Japan were taken into custody for reportedly storing what is thought to be a woman’s corpse in a household freezer.


 The Shiga Prefectural Police apprehended Tatsuhiko Iwase, aged 49, a court secretary from the city of Nagahama within Shiga Prefecture; his father, 72-year-old Koichiro Iwase, who resides with him; and Hideki Nonaka, a 62-year-old temporary worker from the city of Sakai in Osaka Prefecture. All three were taken into custody under suspicions of being involved in the abandonment of a body.


 The trio is alleged to have conspired in leaving the body inside the freezer at the Iwase residence. However, the local authorities haven't revealed if the suspects have confessed to these accusations.


 The Shiga Prefectural Police took over the investigation after obtaining details from the Osaka Prefectural Police on April 2. The information pertained to a fatality discovered in Osaka Prefecture on April 1, where a suicide note found at the site listed both the suspected individuals' names and the address of the place involved.
