埼玉クルド人問題、住民の不安を聞いてほしい－奥富川口市議に聞く地域の疲弊 （上）

「上」で、奥富議員はクルド人との共生のため、川口市民は10年以上に渡って努力を続けたが「無理だった」と述べた。埼玉県民には差別などなく、「静かに暮らしたいという、私たちの当たり前の思いを知ってほしい」と呼びかけている。 </p> <p> インタビューは奥富氏の事務所のある川口市某所のクルド人の集住する地域で、2025年３月に行われた。要旨は次の通り。 </p> <p> <img あまり変わっていません。今もクルド人は、ルールを無視したさまざまな行動をしています。ゴミ捨てでは、指定日以外にゴミを出したり、粗大ゴミを放置して引っ越したりするなどマナーは悪いままです。最近は住民が通報すると、川口市がすぐにゴミを片付け、公共スペースを掃除するようになっているために、改善しているように見えるのでしょう。 </p> <p> 市はクルド人問題が注目されたので、批判を恐れているようです。外国人の迷惑行為の後始末に、大切な税金を使うべきではないと私は思います。しかし汚い場所に住みたくないという市民の方の願いは当然で、仕方なく私はそれを認めています。このようにクルド人問題では日本人が譲ることが繰り返されています。 </p> <p> それどころかクルド人の態度は、最近批判が強まったためか、いらだって攻撃的になっています。川口市では最近、クルド人がスマホを持っていた川口市民を「盗撮した」と言って集団で囲んでスマホからデータを消せと迫る、警察を呼ぶというトラブルが多発しています。それなのにクルド人の中にはネットで車の暴走などの悪さ自慢を自ら映像で拡散する人がいます。行動が変ですし、彼らは「弱者の難民」ではなく、したたかで、日本人を威圧することもあるのです。 </p> <p> <strong> ―川口市には、さまざまな国籍、民族の人が集まっています。クルド人の問題行為が目立つのは、理由があるのでしょうか。 </strong> </p> <p> 他の外国人と川口市民の間でも、ゴミ出し、騒音、危険運転などの問題は起きています。しかしクルド人は問題行動の数が多く、他の外国人と違って改善しません。その態度は異様です。 </p> <p> 川口市は、昔から外国人が多く住み共存してきました。住民は日本の中で、外国人慣れした人々でしょう。私にも外国人の友人・知人がいます。そして住民には他人や外国人に優しい人が多い街です。また2014年から川口市長になった奥ノ木信夫さんは、多文化共生、外国人にも住みやすい街づくりを、市の政策の柱にしました。 </p> <p> そうした川口市民でも我慢しきれなくなったのがクルド人問題です。10年以上前から問題を耐えてきたが、それがもう無理になって抗議の声が広がったという印象です。 </p> <h2> 川口にヘイトなどない </h2> <p> <strong> ―メディアや活動家、人権弁護士は、川口で「ヘイト」（他民族への憎悪）や差別があると主張します。しかし私はそんな行為を川口で見聞きしていません。 </strong> </p> <p> その通りです。川口では外国人への、ヘイトも差別もほとんどありません。逆に川口市民が外国人に気を使い、我慢をしています。クルド人が「日本人に差別された」とメディアやSNSで主張する事件がありますが、調べるとどれも実際にあったのか疑わしいものばかりです。 </p> <p> 最近、市外からのクルド人批判者がデモをし、それに対して「カウンター」と称する批判者が騒ぐとか、自警団やユーチューバーがウロウロしています。こうした騒ぎをメディアが「ヘイトがあった」などと報道したりしています。しかし、そんな動きに川口市民はほとんど参加していません。はっきり言って、こうした人々は迷惑です。市外の人が起こす例外的な動きを取り上げて、川口市の評判を落とし、川口市民を「ヘイトしている」などという中傷や誹謗するようなメディアの報道や、市外の人による批評はやめてほしいです。 </p> <p> 埼玉クルド人問題、埼玉県の外国人問題は、外国人の行動による治安悪化や迷惑行為によって外国人を含めた地域住民が迷惑をしているという話です。その本筋を忘れないでほしいし、差別問題にすり替えないでもらいたいです。犯罪者を「クルド人だから」「外国人だから」という理由で擁護し、また被害を受けた日本人の訴えを黙殺する行為は、逆に日本人や埼玉県民を怒らせ、地域社会を混乱させ、法を守るクルド人や外国人を暮らしにくくさせていることに気づくべきです。 </p> <p> また外から騒ぐ人の中には、「日本人が外国人に配慮しろ」「他文化を理解しろ」と、ズレた要求をする人がいます。私たち川口市民は、その努力を10年以上重ねて、うまくいきませんでした。私からすると見えている問題を見えないふりをして、きれいごとを唱えているように思えてしまいます。 </p> <p> <strong> ―奥富さんも、この問題に向き合う人も「ヘイト」「差別」と批判を受けます。 </strong> </p> <p> 私には外国人への差別感情などありません。在日外国人の地元の友人は何人もいます。川口の街づくりでも、外国人を含めたさまざまな人たちから意見を集めています。私は、2015年から市議会議員をしています。福祉を使いやすくしたいという思いから政治家になりました。 </p> <p> 私はクルド人の集住地域に住んでいます。最初は政治家として外国人、クルド人との共生を訴えて来ました。一緒に清掃活動、意見交換会を呼びかけました。ところが、そうした共生の取り組みは、ほとんど効果がありませんでした。彼らの問題行為は続き、言っても改善せず、元からいた住民の方の不満と不安が増える一方でした。共生をこちらから求めても、相手の外国人にその意思がなければ、それは実現できないのです。私や一部の市民には、クルド人、また日本人関係者による脅迫、嫌がらせも続いています。そのようなことを行う人たちと仲良くするのは難しいでしょう。 </p> <p> そしてこの現実を見ずに、苦しんでいる人々から実態を聞かずに、私や埼玉クルド人問題を説明する人を「ヘイトだ」「差別だ」と攻撃する動きがあります。これはおかしいし、当事者として不愉快です。自由な議論を萎縮させて、問題解決を妨げます。面白がって批判をする人、その批判で利益を得ようとする人もやめてほしいと思います。それが問題に直面している埼玉県民の願いです。 </p> <h2> 「多文化共生」のスローガン押し付けにうんざり </h2> <p> <strong> ―問題解決で注意しなければならないことは何でしょうか。 </strong> </p> <p> 一部のクルド人が違法・触法行為をしたからといって、すべてのクルド人・外国人が犯罪者であるかのようなレッテル貼りや誹謗中傷はあってはなりません。正規の資格を持ち、真面目に暮らすクルド人や外国人にとっても、法を犯すクルド人や外国人は迷惑でしかないでしょう。そして問題行為をする外国人は私たち川口市民の隣に住んでいます。川口市民は外国人との争いを誰も望んでいません。 </p> <p> だからこそ司法機関と行政が、法を適切に執行し、クルド人の犯罪を見逃したり、不法滞在するクルド人を放置したり、逮捕しても不起訴にしたりするようなことはあってはなりません。これは他の外国人についても同じです。不法行為をする一部外国人が利益をあげている、犯罪が増えているように見える今の日本の状況は、日本人と外国人の関係を悪化させるだけです。 </p> <p> 取り締まりが緩いという印象が県民の間に広がることによって、埼玉県では、行政や治安・司法機関への信頼が壊れ始めているように見えます。これは非常に危険です。地域社会が心の側面から壊れてしまいます。 </p> <p> <strong> ―国は事実上の移民拡大政策を進め、「多文化共生」というスローガンを各地で掲げています。 </strong> </p> <p> 川口市民の間では「多文化共生」というスローガンを、身構えて聞く、嫌がる雰囲気が出ています。「『多文化共生』ではなく、『他文化強制』だ。もうこの言葉を聞きたくない」という趣旨の市民の声を何度も聞きました。私も同じ考えです。 </p> <p> 私たちは誰も求めていないのに、近所に外国人が集住し、その中に迷惑行為をする人がいて困っている。その状況で「多文化共生」を唱えられると、押し付けられたような不快さを抱いています。 </p> <p> 多文化共生という理想を否定する日本人はいないでしょう。しかし、それを唱える人、また政府や政治家は、理想と現実の間にはギャップがあることを知ってほしいです。 </p> <p> "Hail the size of golf balls, and I have never witnessed anything akin to it. </p> <p> The man's SUV was covered with numerous dents. He had purchased this car only a couple of weeks earlier with plans to drive it down to Florida soon. This new vehicle was meant to replace another one that had been totaled during a hurricane. </p> <p> Hail is quite an uncommon occurrence, and although it may seem fascinating at first, you quickly become concerned as you notice your vehicle being damaged. </p> <p> Garrison estimated he suffered thousands of dollars worth of damage. Counties Unite: Multi-Agency Drug Task Force FormedToLocal Counties Join Forces in Battle Against Drugs

( WMBB Drug trafficking is a significant concern for local sheriff’s departments as it often operates across county boundaries. This activity is seen as a major contributor to the crime rate in our region. </p> <p> The sheriff's departments of Calhoun, Gulf, Liberty, and Franklin joined forces to establish a drug task force aimed at tackling the problem. </p> <p> "These criminals aren't familiar with jurisdictional boundaries as police officers are. Therefore, crossing these jurisdictional lines and enabling us to operate beyond our usual limits, while also assisting other sheriffs who can then help us, is the most crucial aspect of this task force," stated Liberty County Sheriff Dusty Arnold. </p> <p> The task force will enable deputies to operate across county boundaries to better chase after criminals. </p> <div class="nlp-ignore-block article-content rich-text"> A Vernon man has been sentenced to 25 years for trafficking fentanyl. </div> <p> "It simply makes sense for us to gather all our minds, pool all our resources, and work collectively to share intelligence and cooperate with each other. This approach will make us much more effective in conducting business," stated Calhoun County Sheriff Michael Bryant. </p> <p> For the first time, FDLE is collaborating with rural counties as well. The agency is providing specialized agents and resources for this initiative. Through their partnership, these organizations can augment staffing without imposing additional costs on local taxpayers. </p> <p> Leaders think that this collaborative effort between multiple agencies will enhance connections within these neighborhoods. </p> <p> "It goes beyond being merely a task force on paper. <p> <img data-document-id="cms/api/amp/image/AA1CbDPr" data-reference="image" src="https://img-s-msn-com.akamaized.net/tenant/amp/entityid/AA1CbDPr.jpg"/> 제주특별자치도는 '중장년층의 새로운 시작과 건강한 생활 실현'이라는 목표 아래 올해 중장년 지원 계획을 수립하였다고 3일 발표했습니다. 이에 따라 총 251억 8964만 원이 투입될 예정입니다. </p> <p> 이 계획은 올해 중장년층에게 집중된 것으로, 그들의 사회 참여를 높이고 수입을 안정시키는 것을 포함하여 인생 재편성을 돕고 어려움에 처한 가구들을 지원하기 위한 시스템을 만드는데 초점을 맞추었다. 이는 총 4가지 주요 전략과 31개의 하위 프로젝트로 구성되었다. </p> <p> 4개 중점전략으로 △경제활동을 통한 소득안정화(190억원) △사회활동 참여 기회 확대(4억원) △생애재설계 지원 강화(38억원) △위기가구 지원체계 구축(20억원) 등을 추진한다. </p> <p> 2023년 11월 제주시의 '장년층 생애재설계 지원 조례'는 '중장년 지원에 관한 조례'로 모두 수정되어 대상 연령이 이전에는 50~64세였던 장년층에서 이제는 40대인 중년층으로 넓혀졌습니다. </p> <p> 제주도는 중년층(40대를 포함하여)의 일자리 지원을 목표로 하는 사업과 함께 중장년 직장을 위한 장기 재직 재형 저축 프로그램 등을 비롯한 총 18개의 계획에 대해 2천억 원 규모의 예산을 할당하였습니다. 또한, 급증하는 독거 세대와 관련된 문제 해결을 위해 올해에는 주민 관찰 및 자립 지원 등의 네 가지 새로운 활동에 약 2십억 원이 추가적으로 책정되어, 중장년 기준에서 어려움을 겪고 있는 사람들에게 도움을 제공하기 위한 전략을 수립했습니다. </p> <p> 작년에 장년층을 위한 삶의 재디자인 지원 계획은 31가지 구체적인 작업으로 이루어졌으며, 이에는 187억 원의 예산이 배정되었습니다. </p> <p> 제주시 내 거주자의 연령 분포에서 중장년층이 차지하는 비중은 41.4%에 달하며, 출생률 하락과 같은 인구감소 현상으로 인해 이들의 비율은 지속적으로 상승하고 있습니다. </p> <p> 제주도는 연령이 많은 성인들의 생활 품질 향상과 장수화된 은퇴 기간 대비를 위하여 해마다 '중장년 지원 계획'을 마련하며, 그들에게 직업 경험과 능력을 발휘하여 지역 사회에서 유용하게 역할을 할 수 있도록 돕는데 주안점을 두고 있다. </p> <p> 이혜란 제주도 복지가족국장은 "중장년의 경험과 활동 역량을 지역자원으로 활용하고 재취업 기회 확대 등 삶의 안정화를 위해 노력하겠다"고 말했다. </p>
