 Modi's 2015 Sagar initiative, which emphasized a free, open, and secure Indian Ocean, was in stark contrast to China's approach of debt-driven diplomacy in the area, she noted.


 Pathak mentioned that India has contributed to combating piracy and offered humanitarian aid along with economic development to nations in the Indian Ocean Region, such as Sri Lanka.

 As the competition between the United States and China intensifies, Beijing might be prompted to make more significant moves in the Indian Ocean Region. In an effort to counterbalance America’s rising tariffs, China may pursue additional trade agreements with Sri Lanka, according to Pathak.


 Regarding the defense agreement set to be signed between India and Sri Lanka, Pathak stated that the accord aims to protect the Indian Ocean Region from increasing rivalry and establish India as a dependable cornerstone within the area.


 This accord was notable because it marked the first official defense agreement since the "controversial" dispatch of the Indian peacekeeping contingent to Sri Lanka between 1987 and 1990.

 Between August 1983 and May 1987, India supplied weapons, conducted training sessions, and offered financial assistance to six Sri Lankan Tamil rebel organizations, which included the LTTE, also known as the Liberation Tigers of Tamil Eelam.


 "Mistrust arising from that past has hindered substantial progress in defense collaboration. If finalized, this new framework agreement for defense cooperation could mark a significant step in bilateral ties," Kugelman stated.


 Rajni Gamage, a research fellow at the National University of Singapore's Institute of South Asian Studies, noted that the defense pact might compel Colombo into a "strategic alliance" with India.


 "She noted that this makes it challenging for the Sri Lankan government to guarantee their Chinese partners that they will adhere to strategic interests," adding that China seems to be moving away from big infrastructure investments towards smaller, community-focused projects in the country.

 US Secretary of State Marco Rubio is in Brussels on Thursday and Friday attending his first meeting of NATO foreign affairs ministers where he’s expected to hammer home US demands that the burden of security and defence of the alliance has ‘shifted’ to Europeans.


 However, Europe will also send this message to him: attempting to act independently without the backing of its 31 allies is not advisable.


 The message from Rubio will be straightforward: Europeans must assume greater responsibility for their own conventional defense so that America can deploy its military resources elsewhere. Additionally, they aim for European countries to increase their defense spending to 5%. A senior NATO official familiar with the matter shared this information with DIwida.Blog.


 "To maintain America’s position within the alliance, burden shifting must occur," the official stated.


 The allies are preparing for a reduction in the number of U.S. troops deployed across Europe as part of their NATO commitments.


 At present, approximately 100,000 troops are safeguarding NATO territories, and member nations are contemplating whether the US might decrease these numbers by roughly 20,000 to 50,000 soldiers.


 The US has provided no official sign of this, but Defence Secretary Pete Hegseth cautioned last month that "one cannot assume America's presence will endure indefinitely."


 "We require American forces in Europe – currently at 100,000 troops, yet I believe this figure will diminish; having just half of them would suffice," stated a diplomat before today’s summit.

 Although Rubio intends to present a clear message to the Europeans, the foreign affairs ministers plan to inform him that the perceived shift of US focus away from its customary allies may not be advantageous as the country redirects its attention towards addressing challenges in the Indo-Pacific region.


 "We will inform him that now is not the appropriate time for going solo; the benefit of remaining aligned with Europe compared to leaning toward China and Russia is having 32 robust democracies supporting us; Europe purchases significantly from US corporations – our imports from America far exceed those from Europe," stated the diplomat.


 Various European diplomats have informed DIWIDA.Blog that they do not anticipate the threatening statements from the Trump administration about annexing Greenland—a self-governing part of Denmark—or incorporating Canada as the 51st U.S. state will be central topics of conversation.  "Under plan A, our primary objective is to halt the fighting so we can proceed to plan B, specifically stage two, where all parties involved will be seated around a table—possibly utilizing shuttle diplomacy—to devise a lasting solution that brings an eternal end to this conflict. This resolution should honor everyone’s interests and requirements. It goes without saying that achieving these goals won’t be simple; however, advancing beyond the initial step is necessary before tackling what comes next," explained Rubio.


 He pointed out that nobody has claimed the second phase would be simple. Nevertheless, advancing with it cannot happen before finishing the initial stage. The Secretary of State highlighted how challenging it is to broker a robust conclusion to the conflict as long as both parties continue firing upon each another. This explains why U.S. President Donald Trump advocates for an immediate truce.


 "We’re focusing on this task with the hope that we can accomplish it. Achieving this won’t be straightforward,” he explained. “Once completed, we’ll proceed to the next stage: negotiations for a lasting and stable agreement. This part will also pose significant challenges. Both parties must put in substantial effort and make considerable compromises, yet it’s necessary. This conflict needs to stop. The president has made his position very clear on ending it, and he’s exerting all possible efforts towards achieving that goal.”

The journalist then referenced the previous day's discussion between the Secretary of State and Russian Foreign Minister Sergey Lavrov. Upon being questioned about whether Russia was postponing talks and his thoughts on Witkowf's meeting, he answered accordingly.


 "The meeting was quite encouraging. As I’ve mentioned multiple times, we won’t be discussing this in the open. We hope to make an announcement shortly. While I cannot ensure this will happen, I do believe the discussion today was indeed positive and fruitful," stated the Secretary of State.


 He stated that he did not form a negative opinion from Witkoff's meeting with Putin but also acknowledged the difficulties, as the war in Ukraine has many facets.

 is scheduled to commence its initial significant joint naval operation with 10 African countries next month, indicating its expanding strategic aspirations.


 The Africa-India Key Maritime Exercise (AIKEYME), will be conducted off the coast of Dar es Salaam.

 In mid-April, amidst New Delhi’s expanding military engagement on a continent where China has historically held significant influence.


 The Indian Defence Minister, Rajnath Singh, will open the six-day drill, where India will be co-hosting alongside the Tanzania People’s Defence Force. This gathering will unite navies from various countries including Comoros, Djibouti, Eritrea, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, and South Africa.

 India’s naval activity in the area isn’t completely unprecedented. The nation currently runs a coastal radar monitoring system across Mauritius, Seychelles, and the Maldives as part of its Integrated Coastal Surveillance System. However, “AIKEYME enhances the level of combined operational preparedness” for these facilities, allowing quicker and better-coordinated reactions to marine dangers, according to Sachdev.


 He stated that strategically, this exercise strengthens India’s position as a dependable and non-compellable maritime ally, notably in nations such as Mozambique and Tanzania, where India maintains significant stakes in liquefied natural gas (LNG) and port development.


 Sachdev mentioned that AIKEYME also held significant geopolitical importance as it aligned with the policy objectives of the
 United States
 And other democratic allies were mentioned. He stated, "The U.S. has continually urged partners such as India to assume more significant responsibilities for regional security, particularly within the Indian Ocean and Indo-Pacific areas."

 The scheduling of AIKEYME is not coincidental. China, with its vast
 Belt and Road Initiative
 , has solidified its position as Africa’s biggest trading partner and lender, according to official data indicating that commerce between them hit $295 billion last year. China has additionally set up a military presence in Djibouti and significantly invested in East African ports and infrastructure.


 India’s action is seen as a deliberate strategy to offset Beijing's increasing dominance, according to experts. "East Africa holds significant strategic importance for India across various sectors such as energy resources, and within this framework, this specific joint naval drill serves to enhance India's reputation as a trustworthy ally in Africa,” stated C. Uday Bhaskar, a former Indian navy official and director of the Society for Policy Studies research institute.


 He recognized the difficulties involved, though. Given that China's economic assets significantly outweigh those of India, Bhaskar suggested that Delhi should concentrate on fostering goodwill instead of attempting to compete with China on a purely financial basis.


 "It would be perfect if India and China could both collaborate with Africa, but achieving this would demand significant political acumen and cooperation from both parties," he noted.

 Parallel to AIKEyme, another pioneering effort known as the Indian Ocean Ship Sagar is underway. Between mid-April and early May, the offshore patrol ship INS Sunayana will operate with a mixed team comprising Indian naval officers alongside members from nine African countries such as Kenya, Madagascar, and South Africa. During this period, these combined teams will perform collaborative monitoring operations within the exclusive economic zones of Tanzania, Mozambique, Mauritius, and Seychelles. Additionally, they plan to make stops at ports like Dar es Salaam, Nacala, Port Louis, Port Victoria, and Malé.


 Dongkeun Lee, a defense studies specialist from the Strategic and Defence Studies Centre at the Australian National University, noted that this initiative underscored India's ambition to assume a "leadership position" within the Indian Ocean region.


 He stated that even though the Western Indian Ocean is frequently not regarded as part of the Indo-Pacific region—especially by the U.S., India’s definition of the Indo-Pacific encompasses this area. Additionally, several African nations participating in naval drills are situated in the Western Indian Ocean, signaling India's desire to take on a leadership position throughout the larger region.


 Lee stated unequivocally that China intended to broaden its Belt and Road investments throughout Africa. This development implies that programs like AIKEME and Sagar can be seen as part of New Delhi’s approach designed to counterbalance China’s growing sway over the wider Indian Ocean area.

 The importance of AIKEYME has grown as it comes after "Peace-Unity 2024," a one-month joint military exercise conducted in mid-2024 involving China, Tanzania, and Mozambique. According to Paul Nantulya, a research fellow at the Africa Centre for Strategic Studies affiliated with the National Defense University in the U.S., this drill marked China’s biggest military presence in Africa since 1997.


 "It appears AIKEYME was intentionally made bigger than Peace-Unity 2024. As China hasn’t held an exercise in Africa for 2025 yet, it will be intriguing to see their response to this Indian endeavor," Nantulya remarked.


 India's economic involvement in Africa began before China's current activities on the continent, he stated. "India boasts a significantly larger native populace that forms an integral part of Africa’s demographic, having arrived in the 17th century and actively participating in the region's political landscape, particularly during its fight for freedom," explained Nantulya.


 This indicates that they possess an edge since they assimilate with African communities and turn into something akin to 'native,' which Chinese enclaves do not achieve.

 Economic, strategic stakes
</h3>

 According to the Confederation of Indian Industry, India’s current trade with Africa amounts to $83 billion, with approximately 90 percent of this volume being conducted through maritime channels. In the last ten years, New Delhi has provided roughly $12 billion in credit to 42 different African countries, which constitutes nearly 40 percent of its total international credit commitments.


 However, commentators indicate that India’s initiatives appear modest when measured against China’s substantial commitments, comprising 643 direct projects valued at $150 billion, as reported by the Hinrich Foundation, a trade sustainability organization based in Singapore.


 Sayantan Haldar, a maritime-security specialist with the Observer Research Foundation think tank based in Delhi, views these naval drills as an essential move for India to position itself as a key security ally in Africa.


 "Towards this objective, India’s strategic presence within the area is expected to gain significant enhancement," Haldar stated, emphasizing that converting this progress into an economic aspect would be crucial. He pointed out that India's main hurdle was China's extensive economic involvement in Africa.

 Even with these initiatives, India’s impact in Africa stays restrained due to the absence of permanent embassies in 16 African nations and its comparatively sluggish implementation of developmental aid.


 Sachdev stated that India’s initiatives in Africa do not seek to outcompete China economically, but rather provide a viable, enduring strategic option. This approach is particularly focused on sectors where China’s debt-heavy, government-directed strategy has sparked worries amongst African countries.


 In September, China hosted leaders from 53 African nations at the ninth edition of this gathering.

 In an interview with CBS News, US Special Envoy Steve Witkoff expressed his disagreement with the comments from Western officials about Russia’s lack of desire to cease hostilities in Ukraine. He feels optimistic about certain encouraging signs that might result in a peace deal soon.


 When asked about French President Emmanuel Macron’s comments suggesting that Russia does not genuinely seek peace and may be intensifying the conflict, Witkoff declined to comment directly on these statements from the French president but described them as "unfortunate."


 "I find it regrettable when individuals make such judgments without having direct experience themselves. However, I won’t be commenting on his statement as I am not aware of what was actually said," Witkoff declared.


 Rather than keeping it to himself, he conveyed what he had learned and observed during discussions with Russia. The special envoy stated that he saw "constructive efforts spanning an extended duration" aimed at addressing the details of the conflict between Russia and Ukraine.


 "The two nations share a 2,000-kilometer frontier, and they find themselves firing at one another from either side of this extensive 1,243-mile boundary. This complex truce presents numerous challenges; nonetheless, all parties involved are dedicated to engaging in such negotiations," observed the special envoy.


 He mentioned that the meeting between the US and Russia in Saudi Arabia along with his recent trip to Moscow have generated "significant positivity."


 "I believe these are exceptionally positive developments, and I hope they indicate the potential for a short-term peace accord," Witkoff stressed.


 When questioned about what else besides a ceasefire is under consideration for a possible peace deal, Witkoff affirmed that discussions include territorial matters as well.


 "Several areas are known where Russian interests lie. A nuclear plant providing significant power to Ukraine must also be addressed. Access to ports and the possibility of an accord concerning the Black Sea add further complexity. The ceasefire’s execution involves numerous factors, making this scenario somewhat akin to the situation in Gaza—quite intricate indeed. Nevertheless, nobody is giving up," Witkoff stated conclusively.


 He emphasized that everyone involved, including Europeans, is committed to taking all required actions to ensure peace in Ukraine succeeds.


 
 Witkoff’s visit to Moscow
 


 On March 13, Witkoff traveled to Moscow with the U.S. offer of a 30-day truce to present to Russian President Vladimir Putin. This marked Witkoff’s second trip to Russia.


 As reported by Western media outlets, the special envoy had to await an audience with Putin for eight long hours, during which time Putin was engaged in talks with Belarus’s self-declared president, Alexander Lukashenko.
