 Shortly after concluding a phone call with South Korea’s acting President Han Duck-soo on Apr. 8, U.S. President Donald Trump took to Truth Social to highlight “one-stop shopping,” referencing cooperation in the shipbuilding sector, large-scale purchases of U.S.-produced liquefied natural gas (LNG), and joint investment in an Alaskan gas pipeline project. The move was seen as unusual for Trump, who had typically demanded that other countries put forward their own “cards” to negotiate lower tariffs—this time, he was the one offering proposals.


 Attention is now turning to whether South Korea, home to one of the world’s most competitive shipbuilding industries and one of the top three LNG importers alongside China and Japan, could play a role in reducing the mutual tariff rate on LNG, which currently stands at around 25%. Arriving in the United States on the same day, Jeong In-kyo, head of the Trade Negotiations Office at the Ministry of Trade, Industry and Energy, said, “We are competitive in areas such as shipbuilding and LNG infrastructure construction, so we plan to bring those topics to the negotiating table.”


 In shipbuilding, the urgency appears to lie on the American side. With China’s growing naval capabilities posing a challenge to the U.S. Navy, the U.S. is increasingly in need of shipbuilding and maintenance support and is reaching out to South Korean shipyards. The U.S. Navy plans to invest $1.075 trillion over the next 30 years to acquire 364 vessels and is even moving to revise related laws—unchanged in six decades—to allow allies to build its warships.


 South Korean shipbuilders are also looking to expand their presence in the U.S. market. On Apr. 7, HD Hyundai Heavy Industries (HD HHI) signed an agreement with Huntington Ingalls Industries, the largest military shipyard in the U.S., to collaborate on production automation, robotics, artificial intelligence (AI) implementation, and workforce training. Hanwha Ocean, which acquired the Philly Shipyard in Philadelphia last June, plans to obtain certification for military shipbuilding by next year and enter the U.S. market for special-purpose vessels. “Although China and the U.S. were our top export destinations last year, we exported few ships to either country,” said a source from the shipbuilding industry. “This partnership could provide an opening into the U.S. market.”

During his address at the National Assembly on April 9th, Minister of Trade, Industry and Energy Ahn Duk-geun stated, "It is essential we discuss with the United States about assessing the commercial feasibility of the LNG project along with potential cooperative strategies," signaling a careful stance towards the matter.


 Even though the brief shipping duration of only nine to eleven days is considered a plus for Alaskan LNG, doubts persist regarding the project’s viability. Concerns have emerged about rushing into significant commitments like purchasing substantial amounts of LNG or joining the 1,300-kilometer pipeline initiative prematurely. South Korea’s state-run gas company, Kogas, currently grapples with financial difficulties, complicating efforts to gather the necessary funds for this multibillion-dollar endeavor estimated at around $44 billion.

This approach was considered atypical for Trump, who usually insisted that other nations present their bargaining chips to secure reduced tariffs; this instance saw him presenting various offers instead.


 All eyes are now focused on whether South Korea, known for having one of the most competitive shipbuilding sectors globally and being among the top three liquefied natural gas (LNG) importing nations along with China and Japan, might contribute to lowering the current bilateral tariff rate on LNG, which hovers around 25%.  Leaders from 30 nations will participate in a conference organized by France and the United Kingdom to engage in practical talks aimed at establishing a support force for Ukraine designed to deter possible aggressive actions by Russia.


 Following the visit of French and British military delegates to Kyiv, who held discussions with Ukrainian President Volodymyr Zelenskyy, Defence Minister Rustem Umerov, and other top military figures regarding strategic planning, this meeting has been scheduled.

 During Modi's visit this weekend, New Delhi and Colombo aim to finalize crucial accords including the establishment of solar power facilities, building upon discussions initiated when Sri Lanka’s President Anura Kumara Dissanayake paid his visit.

 The two nations will enhance their commercial exchange, particularly in sectors like textiles, pharmaceuticals, and IT, and they are expected to ink a defense agreement, as per reports from Indian media outlets.

 Experts indicated that the defense agreement was poised to mark one of the major advancements in ties between New Delhi and Colombo recently, as both parties anticipated enhancing their military collaboration via shared maritime monitoring activities, joint drills, and logistical assistance.


 Modi will be the first foreign leader to receive Dissanayaka, who was inaugurated into his position back in September of the previous year.


 Michael Kugeman, who leads the South Asia Institute at the Wilson Center, noted that this visit occurred as both India and China are increasingly competing to strengthen their relationships with the countries along the coast of South Asia, such as Sri Lanka.


 Dissanayake is among the various recently emerged regional leaders who are seen as being more supportive of China compared to their predecessors. Therefore, this presents an opportunity for Modi to emphasize the significance of cooperation with Sri Lanka, all while seeking to leverage initiatives aimed at curbing China’s impact and presence in the area,” stated Kugelman.

 While visiting Beijing in January, Dissanayake had an audience with President

 China and Sri Lanka reached an agreement for increased investment and economic collaboration, which includes a $3.7 billion pact with Sinopec to establish an oil refinery in Hambantota.


 Both parties signed fifteen cooperative documents, which included areas such as economic and technological advancement along with China'salignment.

 Economic collaboration between India and Sri Lanka has proven to be an easy win for their partnership, and thus further advancements in this area are anticipated,” Kugelman remarked, highlighting that New Delhi offered substantial assistance to Colombo when Sri Lanka faced its 2022 economic crisis.


 It is reported that India offered its neighbor an assistance package worth $4 billion. This enabled Colombo to uphold crucial imports and keep adequate foreign exchange reserves, thereby preventing defaults on obligations to various lenders such as the International Monetary Fund.


 Sriparna Pathak, who serves as an associate professor of Chinese studies and international relations at O.P. Jindal Global University, stated that India aimed to position itself as a security ally within the Indian Ocean Region (IOR). She highlighted that Sri Lanka’s crucial geographical placement along with its expanding naval strength played significant roles in achieving this objective.


 Modi's 2015 Sagar initiative, which emphasized a free, open, and secure Indian Ocean, was in stark contrast to China's approach of debt-driven diplomacy in the area, she noted.


 Pathak mentioned that India has contributed to combating piracy and offered humanitarian aid along with economic development to nations in the Indian Ocean Region, such as Sri Lanka.

 Sri Lanka has frequently been accused by critics of succumbing to what is known as a Chinese 'debt trap'. This occurs when the country accepts questionable loans for infrastructure development, which could potentially enable China to take control of these assets during periods of economic hardship.


 Regarding a report on the debt risks encountered by developing nations due to borrowing under the Belt and Road initiative, Chinese Foreign Ministry spokesperson Mao Ning stated in 2023 that “Beijing has never compelled anyone to take out loans or pressured any nation to accept debts.”


 At a routine press conference, she stated: "Our loan agreements come without any attached political conditions, and we do not pursue any political gain for ourselves."


 As the competition between the United States and China intensifies, Beijing might be prompted to make more significant moves in the Indian Ocean Region. In an effort to counterbalance America’s rising tariffs, China may pursue additional trade agreements with Sri Lanka, according to Pathak.


 Regarding the defense agreement set to be signed between India and Sri Lanka, Pathak stated that the accord aims to protect the Indian Ocean Region from increasing rivalry and establish India as a dependable cornerstone within the area.


 This accord was notable because it marked the first official defense agreement since the "controversial" dispatch of the Indian peacekeeping contingent to Sri Lanka between 1987 and 1990.

 Regarding Sri Lanka, the agreement presented an occasion to enhance its security strengths as it aimed for economic recuperation, she mentioned additionally.


 Pathak mentioned that Beijing’s management of Sri Lanka's Hambantota port along with the berthing of China’s suspected surveillance ship, Yuan Wang 5, in 2022 have intensified worries in New Delhi regarding potential encirclement and increased espionage activities close to India’s southern coastline.


 In 2017, Sri Lanka declared that the poorly performing Hambantota port, constructed by China, would be leased for 99 years to a firm associated with the Chinese government.

 Kugelman stated that the aftermath of the civil war had a significant impact on Sri Lanka, notably due to India’s backing of the Tamil insurgents.


 Between August 1983 and May 1987, India supplied weapons, conducted training sessions, and offered financial assistance to six Sri Lankan Tamil rebel organizations, which included the LTTE, also known as the Liberation Tigers of Tamil Eelam.


 "Mistrust arising from that past has hindered substantial progress in defense collaboration. If finalized, this new framework agreement for defense cooperation could mark a significant step in bilateral ties," Kugelman stated.


 Rajni Gamage, a research fellow at the National University of Singapore's Institute of South Asian Studies, noted that the defense pact might compel Colombo into a "strategic alliance" with India.


 "She noted that this makes it challenging for the Sri Lankan government to guarantee their Chinese partners that they will adhere to strategic interests," adding that China seems to be moving away from big infrastructure investments towards smaller, community-focused projects in the country.

 US Secretary of State Marco Rubio is in Brussels on Thursday and Friday attending his first meeting of NATO foreign affairs ministers where he’s expected to hammer home US demands that the burden of security and defence of the alliance has ‘shifted’ to Europeans.


 However, Europe will also send this message to him: attempting to act independently without the backing of its 31 allies is not advisable.


 The message from Rubio will be straightforward: Europeans must assume greater responsibility for their own conventional defense so that America can deploy its military resources elsewhere. Additionally, they aim for European countries to increase their defense spending to 5%. A senior NATO official familiar with the matter shared this information with DIwida.Blog.


 "To maintain America’s position within the alliance, burden shifting must occur," the official stated.


 The allies are preparing for a reduction in the number of U.S. troops deployed across Europe as part of their NATO commitments.


 At present, approximately 100,000 troops are safeguarding NATO territories, and member nations are contemplating whether the US might decrease these numbers by roughly 20,000 to 50,000 soldiers.


 The US has provided no official sign of this, but Defence Secretary Pete Hegseth cautioned last month that "one cannot assume America's presence will endure indefinitely."


 "We require American forces in Europe – currently at 100,000 troops, yet I believe this figure will diminish; having just half of them would suffice," stated a diplomat before today’s summit.


 The impact of the US unwinding its presence after years of engagement would be severe but allies also say that if and when an announcement comes, they expect to be fully informed directly, and not find out from the media.


 Moreover, a European diplomat has told DIwida.Blogthat it would be "hard to digest" if an announcement emerged from US talks with Russia.


 "If they do it, then the US scale back in an orderly way – we don’t want to read in the press that they’re pulling out, we need a process," the diplomat said, adding: "And It would be very dramatic if it was a result of negotiations with Moscow – that would be hard to digest."


 Despite recent confrontations from the Trump administration towards Europe, NATO allies said US membership and commitment is indispensable for NATO deterrence.


 "But we will have to drastically step up," said the diplomat.


 Although Rubio intends to present a clear message to the Europeans, the foreign affairs ministers plan to inform him that the perceived shift of US focus away from its customary allies may not be advantageous as the country redirects its attention towards addressing challenges in the Indo-Pacific region.


 "We will inform him that now is not the appropriate time for going solo; the benefit of remaining aligned with Europe compared to leaning toward China and Russia is having 32 robust democracies supporting us; Europe purchases significantly from US corporations – our imports from America far exceed those from Europe," stated the diplomat.


 Various European diplomats have informed DIWIDA.Blog that they do not anticipate the threatening statements from the Trump administration about annexing Greenland—a self-governing part of Denmark—or incorporating Canada as the 51st U.S. state will be central topics of conversation. However, Secretary of State Rubio is scheduled to hold a one-on-one meeting with Danish Foreign Minister Lars Løkke Rasmussen.


 When faced with the requirements outlined by the Trump administration, which will also be supported by Rubio, Rutte informed reporters, “let’s take pleasure in the achievement of having collectively invested €700 billion euros since 2017.”


 President Trump and US Defense Secretary Hegseth have stated that NATO expenditure must significantly rise from 2% to 5% of GDP, placing considerable strain on member countries like Spain, Italy, and Belgium, all of which currently fall short of the current target.


 Europe must "evaluate precisely the objectives we aim to reach and identify the gaps present," he stated, further noting: "There is a requirement for enhanced long-range capabilities, improved air defense systems, and increased investment in our military forces."

 to Greenland on Sunday, revealing she would travel with her son from Thursday to Saturday to explore historical and cultural sites and watch the annual dogsled race.


 However, fewer details were shared regarding a trip headed by National Security Advisor Mike Waltz, said to be occurring at an earlier point during the week.


 When Greenland’s Prime Minister Mute B. Egede found out about the consecutive visits, he became furious and expressed his anger in a statement to the local press.


 "We have reached a point where her visit can no longer be described as an innocuous appearance by a politician’s spouse," he stated.


 "What is the role of the national security adviser in Greenland? The sole intention is to
 demonstrate power over us.


 'He is Trump's confidential and closest advisor, and his presence in Greenland alone will certainly
 make the Americans believe in Trump's mission
 , and the pressure will increase after the visit.'


 Trump has
 made no secret of his ambition to annex Greenland,

 MANILA, Philippines — US Defense Secretary Pete Hegseth plans to visit the Philippines next week with aims to promote security goals among the nation’s leadership.


 He plans to have meetings with both Philippine and U.S. military personnel and troops as well.


 As stated by the US Embassy in Manila.


 On Saturday, the embassy issued a statement saying that Hegseth’s visit aims at establishing "an unprecedented level of collaboration with allied nations to boost regional security."


 "He will visit the Philippines to enhance security goals alongside Philippine leaders and will also have meetings with both US and Philippine military personnel," it stated.

 As stated separately, the US Department of Defense mentioned that Hegseth’s journey encompassed visits to Hawaii, Guam, and Japan.


 "These interactions will propel continuous initiatives to reinforce our alliances and collaborations towards achieving our collective objective of a free and open Indo-Pacific," the department stated.


 The statement also noted that Hegseth’s initial trip to Hawaii involved meetings with "civilians and military officials from the US Indo-Pacific Command."


 "Subsequently, Sec. Hegseth will head to Guam with plans to inspect the military installations and attend capability presentations. Following this visit, he is scheduled to go to the Philippines," the announcement stated.


 "In Japan, Secretary Hegseth will take part in a ceremony marking the 80th anniversary of the Battle of Iwo Jima and will subsequently hold meetings with Japanese officials and U.S. military personnel," it stated.

Former foreign minister Khurshid Mahmud Kasuri and prominent Indian journalist and peace activist Ashis Ray emphasized the urgent need for dialogue and improved relations between Pakistan and India during a high-profile event held in Lahore on Thursday
 
 
 The event, attended by leading media personalities, retired civil and military officials, academics, and civil society members, highlighted the challenges and opportunities in fostering peace between the two nuclear-armed neighbors.
 
 
 Kasuri, who served as Pakistan's Foreign Minister from 2002 to 2007, opened the session by reflecting on the tumultuous history of Pakistan-India relations. He noted that while the relationship has seen both highs and lows, the current state of affairs is one of the worst in history, barring times of actual war.
 
 
 He attributed this decline to rising nationalist rhetoric in India, which has been used to polarize voters through anti-Muslim, anti-Pakistan, and anti-Bangladesh sentiments.
 
 
 However, Kasuri remained optimistic, recalling past instances where relations improved unexpectedly, such as former president Pervez Musharraf's warm reception in New Delhi and Prime Minister Narendra Modi's surprise visit to Lahore in 2015. "Dialogue, dialogue, dialogue is the only way forward," Kasuri asserted, stressing that Pakistan and India cannot afford to remain locked in hostility.
 
 
 He cautioned that terrorism poses an equal threat to both countries and could undermine any potential diplomatic progress.
 
 
 Kasuri also highlighted the importance of resolving the Jammu and Kashmir dispute, referencing the four-point formula (actually comprising 11-12 points) that was nearly agreed upon during the 2004-2008 peace process.
 
 
 Speaking on the occasion, Ashis Ray, a London-based journalist, author, and grandnephew of Indian freedom fighter Subhas Chandra Bose, delivered the keynote address. Ray, who has authored "The Trial that Shook Britain", a book about the Red Fort Trials of Indian National Army soldiers in 1945-46, emphasized the shared history and cultural ties between the two nations.
 
 
 He proposed a three-point plan to foster people-to-people connections. This includes leveraging technology to bring together artists, filmmakers, and musicians from both countries; allowing Pakistani cricketers to play in the Indian Premier League (IPL) and Indian cricketers to participate in Pakistan's Super League (PSL) and encouraging joint ventures in neutral locations if direct exchanges are not feasible.
 
 
 Ray also highlighted the economic potential of improved relations, citing a 2023 World Bank study that found 85% of Pakistan's unrealized trade potential lies with India. "If trade can benefit both countries, why haven't we seized the opportunity?" he asked.
