 Ukrainian President Volodymyr Zelensky has cautioned global leaders against remaining indifferent following a Russian air raid that struck his hometown of Kryvyi Rih, resulting in 18 fatalities.


 In his nighttime video message on Saturday, Zelensky stated that this strike represents one of the most tragic episodes for Kryvyi Rih,


 On Saturday morning, the president provided further information regarding the nine children who lost their lives due to the attack. Among those who died were 3-year-old Tymofij, 7-year-old Arina, and 9-year-old Herman, as stated by Zelensky on X.


 Nine individuals also lost their lives when a Russian ballistic missile struck the southeastern city of Kryvyi Rih, succeeded by a drone assault, according to Zelensky.


 Zelensky stated that the attack struck a regular street within a residential neighborhood containing a playground, stores, and a restaurant. According to him, 62 individuals were wounded, among them 12 children, and several remain in serious condition.


 The President of Ukraine expressed gratitude to foreign ministers and embassies for their expressions of sympathy following Friday’s attack. Nevertheless, he mentioned that the reaction from the US embassy was “unexpectedly disheartening.”


 "They are even afraid to say the word 'Russian' when talking about the missile that killed children," Zelensky wrote.


 On a post on X, the U.S. ambassador to Kyiv, Bridget Brink, conveyed her shock over the incident where "a ballistic missile hit close to a playground and restaurant in Kryvyi Rih."


 “Remaining quiet about the reality that Russia is murdering children using ballistic missiles is both incorrect and perilous,” Zelensky stated in his video message. “This merely encourages the vile individuals in Moscow to perpetuate the conflict and persistently dismiss diplomatic efforts.”


 Moscow has acknowledged the assault but referred to it as a " precision strike" that targeted Ukrainian leaders and their Western advisors. The Ukrainian General Staff in Kyiv countered this assertion via a Telegram message, labeling Russia’s statement as false.


 Photos of the attack site released by Ukraine did not indicate any presence of military objectives.

 BEIJING ("DIWIDA") - China demanded of the United States on Thursday to promptly revoke its newest round of tariffs and promised retaliatory measures to protect its interests following President Donald Trump’s announcement of extensive duties on every American trade partner globally.


 According to a statement by the Chinese commerce ministry, the U.S. action ignores the equilibrium of interests established through decades of multilateral trade talks and overlooks how significantly it has profited from global trade.


 "The ministry stated that China strongly disagrees with this and will implement retaliatory measures to protect its rights and interests." The statement comes as the two biggest economic powers seem poised to escalate their conflict, potentially disrupting worldwide supply networks.


 On Wednesday, Trump declared that China would face an additional 34% tariff, atop the 20% he had previously introduced earlier in the year, which escalates the overall new duties to 54%, nearing the 60% level he had warned about during his campaign.


 As with businesses from every other economy, Chinese exporters will encounter a 10% base tariff as part of the new 34% duty imposed on nearly all products sent to the world’s biggest consumer market starting this Saturday. The more substantial “reciprocal tariffs” will then be implemented from April 9th onwards.


 Trump also signed an executive order closing a trade loophole known as "de minimis" that has allowed low-value packages from China and Hong Kong to enter the U.S. duty free.


 WORLDWIDE TARIFFS


 "President Trump's tariffs elsewhere could create significant problems," according to Ruby Osman, a China specialist at the Tony Blair Institute for Global Change.


 Chinese companies have been redirecting trade through locations such as Vietnam and Mexico to bypass U.S. sanctions; however, these markets are now facing substantial tariffs themselves.


 "China+1" strategies caught on among Chinese exporters and multinational companies that had made the production powerhouse central to their supply chains during Trump's first term, but with India, Mexico, Vietnam and Malaysia - the countries that benefited most from this shift - facing tariffs of between 36% to 25%, the cost advantage of relocating manufacturing out of China is significantly diminished.


 Trump's tariffs could encourage China to step up its trade with alternative markets, but no other country currently comes even close to U.S. consumption power, where Chinese producers sell more than $400 billion worth of goods annually.


 "The imposition of tariffs by Trump surely won’t be beneficial for Chinese companies and could lead to significant distress in certain industries; however, these measures aren't likely to leave an indelible impression on the broader Chinese economy,” stated William Hurst, who holds the position of Chong Hua Professor of Chinese Development at the University of Cambridge.


 "The significance of U.S. exports to China is decreasing. The new American tariffs will likely encourage increased Chinese trade with various regions including Europe, Southeast Asia, and Africa," he noted.


 However, Chinese manufacturers have characterized moving to alternate markets as a " rat race," leading to pricing battles amongst exporters. This situation has the potential to exacerbate deflationary pressures in the world’s second-largest economy, as companies keep compressing their narrowing profit margins.


 China has kept its economic target for this year unchanged at "around 5%" despite Trump's tariff salvos which could call time on a largely export-led recovery underway since the end of the COVID-19 pandemic.


 The administration has committed additional fiscal stimulus, expanded debt offerings, deeper monetary ease, and placed heightened focus on stimulating local consumption to mitigate the effects of the trade conflict.


 Osman mentioned that "China had been anticipating this situation for quite some time. The comparatively moderate stimulus announcements during the Two Sessions in March were a strategic decision rather than an omission." He was alluding to China's yearly legislative gatherings known as the Two Sessions.


 She further noted that Beijing has deliberately maintained larger reserves in both domestic stimulus initiatives and countermeasures to use them more assertively if needed.


 China's President Xi Jinping may join the discussion as well, given reports suggesting both leaders might convene for a meeting in June in the U.S.


 Craig Singleton, a senior fellow at the Washington-based think tank Foundation for Defense of Democracies, stated that Trump and Xi find themselves in a bind characterized by mutual pressure and national pride.


 " Trump's approach combines intense pressure with unexpected diplomatic gestures—he views leverage and engagement as mutually supportive strategies. In contrast, Xi proceeds cautiously and avoids risks, depending instead on postponement and strict control. However, the challenge lies in this: should he choose not to engage, the pressure intensifies; yet engaging prematurely could make him appear vulnerable," he explained.

 Global deaths from HIV/AIDS and new infections could soar to levels unseen since the start of the century if planned funding cuts to foreign aid are sustained, undermining years of progress, experts warn.

 estimates there could be 4.4 million to 10.8 million additional new HIV infections by 2030 in low- and middle-income countries and 770,000 to 2.9 million HIV-related deaths in children and adults.
 
 
 The administration of US President Donald Trump has severed support for humanitarian work worldwide—including withdrawing the US from the World Health Organization and freezing funding for the President’s Emergency Plan for AIDS Relief (PEPFAR) and the US Agency for International Development (USAID).
 
 
 Other major international donors, such as the United Kingdom, France, Germany, and the Netherlands, which together with the US, account for over
 90 percent
 of global aid, have also announced plans to implement significant cuts to foreign aid.
 
 
 According to the researchers, collectively, it could lead to a 24 percent reduction in global international HIV funding by 2026.
 
 
 ‘’We will see it come back and we [will] see people dying the way we saw them in the 90s and in 2000s. Looking ahead, if other donor countries reduce funding, decades of progress to treat and prevent HIV could be unravelled. It is imperative to secure sustainable financing and avoid a resurgence of the HIV epidemic which could have devastating consequences, not just in regions such as Sub-Saharan Africa, but globally,’’ Winnie Byanyima, UNAIDS executive director said.
 
 
 Historically, the US has been the largest contributor to the global HIV response, investing more than
 US$100 billion
 through the PEPFAR since it was established in 2003.
 
 
 However, cuts to PEPFAR and USAID-supported programmes have already severely disrupted access to essential HIV services, including for antiretroviral therapy and HIV prevention and testing, says Debra ten Brink of the Burnet Institute, Australia, co-lead author of the study.
 
 
 Separately, the head of the UN agency coordinating the fight against HIV-AIDS warned that an additional 6.3 million people will die in the next four years unless support is reinstated. This represents a “tenfold increase” from the 600,000 AIDS-related deaths recorded globally in 2023, she said.
 
 
 Byanyima also predicted an additional 8.7 million new infections—up from 1.3 million new infections globally in 2023.
 
 
 The greatest impact would likely be in Sub-Saharan Africa and among vulnerable populations, including people who inject drugs, sex workers, men who have sex with men, and children, according to the researchers.
 
 
 They called for a multipronged approach to help offset the effects of sudden funding cuts and build long-term sustainability.

 Between August 1983 and May 1987, India supplied weapons, conducted training sessions, and offered financial assistance to six Sri Lankan Tamil rebel organizations, which included the LTTE, also known as the Liberation Tigers of Tamil Eelam.


 "Mistrust arising from that past has hindered substantial progress in defense collaboration. If finalized, this new framework agreement for defense cooperation could mark a significant step in bilateral ties," Kugelman stated.


 Rajni Gamage, a research fellow at the National University of Singapore's Institute of South Asian Studies, noted that the defense pact might compel Colombo into a "strategic alliance" with India.


 "She noted that this makes it challenging for the Sri Lankan government to guarantee their Chinese partners that they will adhere to strategic interests," adding that China seems to be moving away from big infrastructure investments towards smaller, community-focused projects in the country.

 The allies are preparing for a reduction in the number of U.S. troops deployed across Europe as part of their NATO commitments.

 Despite recent confrontations from the Trump administration towards Europe, NATO allies said US membership and commitment is indispensable for NATO deterrence.


 "But we will have to drastically step up," said the diplomat.


 Although Rubio intends to present a clear message to the Europeans, the foreign affairs ministers plan to inform him that the perceived shift of US focus away from its customary allies may not be advantageous as the country redirects its attention towards addressing challenges in the Indo-Pacific region.


 "We will inform him that now is not the appropriate time for going solo; the benefit of remaining aligned with Europe compared to leaning toward China and Russia is having 32 robust democracies supporting us; Europe purchases significantly from US corporations – our imports from America far exceed those from Europe," stated the diplomat.


 Various European diplomats have informed DIWIDA.Blog that they do not anticipate the threatening statements from the Trump administration about annexing Greenland—a self-governing part of Denmark—or incorporating Canada as the 51st U.S. state will be central topics of conversation.  "We must not appear to be making extraordinary efforts merely to follow America’s lead. This approach will be viewed as strictly practical and driven by the necessity of economic survival," he stated.


 Although Malaysia hasn't experienced similar pressures from Trump so far, Mohd Faiz noted that the "threat of tariffs looms," adding that this issue has been addressed by key departments within the Malaysian administration.


 He emphasized that the 10-member ASEAN should collectively present a united front amid uncertainties stemming from Washington’s actions. He cautioned that “if pushed too far and forced into a tight spot by the United States, we might be compelled to rely more heavily on China” — although he didn’t foresee this situation developing rapidly.


 "The apprehension felt towards Malaysia and ASEAN will likely mirror the unease experienced globally regarding the Trump administration — the anxiety caused by this uncertainty," he stated.

 The administration of US President Donald Trump removed Elise Stefanik's nomination for the position of US ambassador to the United Nations on Thursday.


 Stefanik, who is a strong supporter of Trump within the Republican party, serves as a congresswoman representing an upstate New York district in the House of Representatives.


 The Trump administration has been concerned that if Stefanik becomes the US envoy to the UN, it would weaken their Republican majority in the House.

 Parliamentarians of the Christian Democratic Union (CDU) have caused a political row in Germany by welcoming an apparent US initiative to repair and re-open the Nord Stream gas pipelines in the Baltic Sea between Russia and Germany.


 On Wednesday, Russian Foreign Minister Sergey Lavrov stated that talks with the United States regarding Ukraine also covered the topic of reviving Nord Stream. This confirmation came following reports from a German daily newspaper.

 it was reported that a United States-based investor had submitted an application to the U.S. government with the intention of purchasing the pipeline.


 CDU Bundestag member Thomas Bareiss endorsed the concept in an extensive LinkedIn post where he commented, "Our American counterparts are so entrepreneurial."


 "When peace returns and the arms cease firing between #Russia and #Ukraine (and let’s hope that occurs shortly), relationships will stabilize, sanctions will eventually be removed, and naturally, #natural gas can resume flowing through possibly another #pipeline but one controlled by the United States," he noted.


 He received support from Jan Heinisch, who is part of the CDU's energy task force during the party’s talks for forming a coalition government with the center-left SPD. "Should a fair and safe peace ever come into being, then we should have permission to discuss purchasing natural gas from Russia once more," Heinisch stated to Politico.

 What is Nord Stream?
</h3>

 The Nord Stream system comprises two natural gas pipelines, with each pipeline having two separate tubes extending from northwestern Russia to Germany’s northern coastline. Although Nord Stream 2 was finished in 2021 and remains unused, Nord Stream 1 commenced operations in 2011. This line transported Russian gas across Europe via an entity jointly owned by a group involving Russia’s Gazprom along with several German, French, and Dutch firms.


 On September 1, 2022, Russia ceased operations of Nord Stream 1, citing EU sanctions as the reason for halting its operation due to technical difficulties. However, this claim was refuted by Siemens, the German engineering firm responsible for maintaining the turbine.


 A few weeks after that, on September 26, three out of the four Nord Stream pipelines suffered significant damage apparently due to sabotage. Although the perpetrators remain unidentified as of now, German officials previously released an arrest warrant for a Ukrainian individual suspected in this incident, but the person is still at large.

 Back into Russian dependence?
</h3>

 The German Economics Ministry, which remains under the control of the Green Party within Olaf Scholz’s governing coalition, rejected the idea of resuming Russian natural gas imports. Following reports about potential U.S.-Russia talks that emerged at the beginning of March, a ministry representative stated, “Ensuring autonomy from Russian gas holds both defensive and strategic significance for the German administration, and they remain committed to this stance.”


 However, Germany is poised to establish a new administration, likely led by CDU head Friedrich Merz, with the SPD serving as the smaller ally in the coalition. A shift back towards purchasing Russian natural gas—even supposing that Russia and Ukraine achieve peace—would mark a substantial reversal for German policy.


 The Alternative for Germany (AfD) welcomed Bareiss' remarks with enthusiasm. “It’s encouraging to see that a CDU Member of Parliament is exploring avenues for implementing policy driven by interests,” said Tino Chrupalla, the co-chairman of the far-right party, during an interview with ZDF last week. “There is a necessity to revert to obtaining cost-effective natural gas from Russia, managed solely by the participating traders.”


 However, energy policy experts in Germany have consistently rejected this notion. Claudia Kemfert, who leads the energy, transport, and environment division at the German Institute for Economic Research (DIW), stated, "In my opinion, this is not a wise suggestion."


 "For quite some time now, we have understood that Russia cannot be considered a dependable source," she stated to SANTIJAYA via email. "Given the global conflicts over fossil fuels, becoming reliant on an aggressor once more—geopolitically speaking—would be extremely reckless." Furthermore, she noted, such a US-Russia agreement regarding Nord Stream could result in Germany being twice as vulnerable to dependence issues.


 Michael Rodi, an environmental and energy law professor at Greifswald University, found it perplexing that this debate has resurfaced in Germany. He shared with SANTIJAYA, “This conversation seems odd.” He also noted, “While it’s unexpected for the CDU to initiate such discussions, it isn’t shocking that the Greens would adopt opposing views.”

 SPD's relations with Russia
</h3>

 Aside from the AfD, the German political party traditionally most inclined towards sustaining connections with Russia is the SPD. During the Cold War, they promoted détente with the Soviet Union using the motto "Change Through Rapprochement."

Following Russia’s comprehensive invasion of Ukraine in February 2022, the SPD faced significant criticism from the CDU due to their historical ties with Russia and their crucial role in facilitating the negotiation of the Nord Stream agreement.

 Germany’s reliance on Russian energy needs to cease at once, and there was a call for a parliamentary investigation into the connections between the SPD and Russia. The implication being that this probe might reveal “entanglements within the SPD that run far deeper than currently understood.”


 The German President, Frank-Walter Steinmeier from the SPD party, had to acknowledge his responsibility during his tenure as foreign minister under Chancellor Angela Merkel. He stated in 2022, “Persisting with Nord Stream 2 was undoubtedly an error.” The president added, “We clung to connections like this one when Russia no longer trusted them, and our allies cautioned us about moving forward with such projects.”

 Economic and environmental concerns
</h3>

 Although rehabilitating the pipeline is considered technologically achievable—with costs estimated around $500 million—the Nord Stream company, headquartered in Switzerland, is presently involved in bankruptcy discussions. This situation implies that the pipelines might be available for purchase at a reduced price.


 However, every potential purchaser would essentially be counting on both a resolution to the conflict in Ukraine resulting in reduced sanctions against Russia, as well as Europe’s shift towards renewable energy progressing at an insufficient pace. “Should the energy transition prove successful, there won’t be much demand left for Russian natural gas,” forecasted Rodi.


 Natural gas has no place in our future plans—it’s evident," stated Kemfert from DIW. "Under the terms of the Paris Agreement, we are obligated to reach climate neutrality, an objective we must fulfill. We made the choice to eliminate fossil fuels quite some time ago—now it's crucial that we take action.


 However, it is still uncertain if there is sufficient political determination to drive forward with the energy transformation and sustain energy autonomy from Russia going forward. It appears that certain members of the upcoming German administration might not be as dedicated to this objective.

 During his one-day trip to Warsaw, Rutte issued this warning while calling for solidarity among European countries to enhance their military capabilities and defense sectors, echoing the U.S.'s push for Europe to shoulder more responsibility for its own security going forward.

 The warning from the NATO leader also comes at a time when confidence within the 32-member alliance has reached an all-time low, following the Trump administration's focus on prioritizing American security interests in Asia and along its own borders.


 Let me make myself perfectly clear: now is not the time for individual action. Neither Europe nor North America should act independently," Rutte stated during his address in Warsaw. "Given the magnitude of global security challenges, none of us can confront them alone.


 He commended Poland for being a dependable partner that significantly contributes to the collective finances.


 In turn, the Polish prime minister expressed gratitude to the NATO leader for supporting Operation Shield East, an initiative set forth from 2024 through 2028 aimed at bolstering Poland’s defenses against possible assaults and hybrid warfare threats.


 The initiative was launched within the Polish Ministry of National Defence due to Russian hostilities towards Ukraine and the escalating menace posed by Russia.


 "We assume complete responsibility for securing Poland's eastern frontier, not just for ourselves but also for our allies within Europe and NATO. It is crucial for me to receive a positive evaluation of this initiative from the Secretary General of NATO," Tusk stated.


 "The geographical features we possess are unique, as are our historical circumstances; regarding defense spending, we demonstrate a commitment unmatched by any other NATO nation at present," the leader of Poland’s administration further stated.

 , security expert Iulia Joja says that the US may indeed withdraw troops from the base.


 "Two articles within a few days suggest that this is a campaign, and if we analyze it, we see an overlap in themes, as it is about the Kogălniceanu base. This, despite the fact that we could have been talking about another base, such as the one in Deveselu," explained Iulia Joja, an adjunct professor at Georgetown and George Washington universities.


 Furthermore, in each instance, an established connection exists between the creator or distributor of the publication and Russia. Dmitri Simes, who previously served as the CEO of the Center for the National Interest, hails from Moscow and reportedly sustains connections with Russia, as reported by U.S. media outlets.  Closing the base would be in direct opposition to an
 earlier statement
 from US special envoy Keith Kellogg. In February, he reportedly told Romanian foreign minister Emil Hurezeanu that the bases in Romania would be maintained and even expanded.


 As of February 2025, Romania has around 5,000 foreign soldiers on its territory, of which only 1,500 are American, spread between the Kogălniceanu, Deveselu, and Câmpia Turzii bases. The first base is the largest, hosting around 1,000 soldiers. By comparison, Poland has about 10,000 US soldiers on its national territory.

 The Prime Minister laid out plans for a 'coalition of the willing' earlier this month, suggesting several nations were ready to enforce any deal brokered between

 It can't even defend itself. What is its objective? What justifies its existence? What are the guidelines for action? How is it directed, supported, and accommodated? For how long is it present and what is the reason? Nobody has answers.

 Canada and Australia are seen as the two most likely countries from outside Europe to support the plans.


 But the plans appear to be opposed by the US, with President Donald Trump's special envoy dismissing the plans as a 'posture and a pose'.


 In an interview this weekend, Steve Witkoff said the idea was based on a 'simplistic' notion of the UK prime minister and other European leaders thinking 'we have all got to be like Winston Churchill'.


 He told journalist Tucker Carlson: 'Russians are going to march across Europe. That is preposterous by the way. We have something called Nato that we did not have in World War Two.'


 Chief of the Defence Staff Admiral Sir Tony Radakin, who will host French officials today at the Ministry of Defence, dismissed criticism of the Ukraine military planning as 'nonsense'.


 He said: 'Anyone who isn't aware just how serious the discussions underway by chiefs of defence and chiefs of operations from 30 countries is simply proving they are too junior or too out of the loop to know what they are talking about.


 'The process underway,
 led by Prime Minister Keir Starmer and President Macron
 , is preparing Europe and Ukraine for whatever comes next, and while providing a running commentary on the potential options would be unhelpful to the planning and detrimental to potential peace, no one should be in any doubt that this work is critical and substantial.'


 Ministry of Defence sources also stressed that momentum was building up behind the proposed coalition, with leaders 'prepared to step up to secure a peace'.

 spoken to their Ukrainian counterparts, with the initial aim being a maritime ceasefire in the Black Sea to allow the free flow of shipping.


 The fighting has still continued to rage inside Ukraine, however, with the country's air force saying it shot down 57 drones out of 99 launched by Russia overnight, with another 36 failing to reach their target.
