 la semaine dernière sont des supplétifs de l’armée burkinabè dans la lutte contre le terrorisme, les

 n’ont rien à voir avec ses hommes. « Le gouvernement regrette et condamne la propagation, sur les réseaux sociaux, d’images d’incitation à la haine et à la violence communautaire », a écrit le porte-parole du gouvernement, Pingdwendé Gilbert Ouédraogo, dans un communiqué. Une personne locale ayant parlé à l'Agence France-Presse a affirmé : "Des groupes familiaux complets" de Peuls auraient été "exclusivement tués" entre le 10 et le 12 mars par des troupes appartenant au 18ème BIR (Bataillon d'intervention rapide) et par des VDP. Depuis plusieurs années maintenant, les communautés peules font face aux allégations selon lesquelles elles fourniraient un soutien au terrorisme dans la région sahélienne et subissent une forme de discrimination. À ce sujet, Human Rights Watch a exprimé ses réserves concernant cette situation, mentionnant qu'"une série de vidéos choquant montre clairement comment des milices favorables au gouvernement burkinabè agissaient avec impunité".  )a donc diffusé une vidéo incitant les personnes visées par les attaques à se joindre aux rangs de cette organisation terroristes. Dans la vidéo, on peut voir Ousmane Dicko, le frère du fondateur d'Al-Queda.

 Au sein des communautés peules, une vive anxiété règne concernant leur possible ciblement comme prochaines victimes de l'armée ainsi que de leurs alliés locaux. Suite aux massacres perpétrés à l'Ouest du pays, un individu peul ayant trouvé refuge hors du Burkina Faso a exhorté ceux restés chez eux à prendre la fuite vers le Ghana ou la Côte d'Ivoire notamment. "Observez les actes commis par les forces de sécurité, les responsables gouvernementaux et les groupes auto-défense contre notre population", déclare-t-il avec force dans un message vocal largement diffusé au cours des dernières semaines au cœur même de cette communauté. Il conclut son appel : "[...] je me tourne vers chacun de mes frères et sœurs Peuls, quels que soient votre localisation au Burkina - si vous êtes en zone rurale ou urbaine – il faut absolument partir."
 
 
 Pour ce qui est des personnes incapables de quitter le pays, il les encourage à se procurer des armes pour assurer leur propre protection. Il critique ensuite vigoureusement le chef de l'État.

 군부의 정치적 동기에서 비롯된 인도지원 차단 의혹이 확산되자 256개 국제 시민 및 인권 단체들은 30일 공동성명을 발표하고, 지원물자가 필요로 하는 지역으로 직접 전달되어야 함을 강력히 주장했습니다.

 During Modi's visit this weekend, New Delhi and Colombo aim to finalize crucial accords including the establishment of solar power facilities, building upon discussions initiated when Sri Lanka’s President Anura Kumara Dissanayake paid his visit.

 Sriparna Pathak, who serves as an associate professor of Chinese studies and international relations at O.P. Jindal Global University, stated that India aimed to position itself as a security ally within the Indian Ocean Region (IOR). She highlighted that Sri Lanka’s crucial geographical placement along with its expanding naval strength played significant roles in achieving this objective.


 Modi's 2015 Sagar initiative, which emphasized a free, open, and secure Indian Ocean, was in stark contrast to China's approach of debt-driven diplomacy in the area, she noted.


 Pathak mentioned that India has contributed to combating piracy and offered humanitarian aid along with economic development to nations in the Indian Ocean Region, such as Sri Lanka.

This occurs when the country accepts questionable loans for infrastructure development, which could potentially enable China to take control of these assets during periods of economic hardship.


 Regarding a report on the debt risks encountered by developing nations due to borrowing under the Belt and Road initiative, Chinese Foreign Ministry spokesperson Mao Ning stated in 2023 that “Beijing has never compelled anyone to take out loans or pressured any nation to accept debts.”


 At a routine press conference, she stated: "Our loan agreements come without any attached political conditions, and we do not pursue any political gain for ourselves."


 As the competition between the United States and China intensifies, Beijing might be prompted to make more significant moves in the Indian Ocean Region. In an effort to counterbalance America’s rising tariffs, China may pursue additional trade agreements with Sri Lanka, according to Pathak.


 Regarding the defense agreement set to be signed between India and Sri Lanka, Pathak stated that the accord aims to protect the Indian Ocean Region from increasing rivalry and establish India as a dependable cornerstone within the area.


 This accord was notable because it marked the first official defense agreement since the "controversial" dispatch of the Indian peacekeeping contingent to Sri Lanka between 1987 and 1990.

 Pathak mentioned that Beijing’s management of Sri Lanka's Hambantota port along with the berthing of China’s suspected surveillance ship, Yuan Wang 5, in 2022 have intensified worries in New Delhi regarding potential encirclement and increased espionage activities close to India’s southern coastline.


 In 2017, Sri Lanka declared that the poorly performing Hambantota port, constructed by China, would be leased for 99 years to a firm associated with the Chinese government.

 Kugelman stated that the aftermath of the civil war had a significant impact on Sri Lanka, notably due to India’s backing of the Tamil insurgents.


 Between August 1983 and May 1987, India supplied weapons, conducted training sessions, and offered financial assistance to six Sri Lankan Tamil rebel organizations, which included the LTTE, also known as the Liberation Tigers of Tamil Eelam.


 "Mistrust arising from that past has hindered substantial progress in defense collaboration. If finalized, this new framework agreement for defense cooperation could mark a significant step in bilateral ties," Kugelman stated.


 Rajni Gamage, a research fellow at the National University of Singapore's Institute of South Asian Studies, noted that the defense pact might compel Colombo into a "strategic alliance" with India.


 "She noted that this makes it challenging for the Sri Lankan government to guarantee their Chinese partners that they will adhere to strategic interests," adding that China seems to be moving away from big infrastructure investments towards smaller, community-focused projects in the country.

 VIENNA (AP) — While excavation work was underway last October to refurbish a soccer field in Vienna, workers stumbled upon something extraordinary: a mass grave containing intermingled skeletons from the 1st century Roman Empire. The remains are believed to be those of combatants who were part of battles involving Germanic tribes.


 On Wednesday, following an archaeological assessment, specialists from the Vienna Museum conducted their initial public display of the burial site, which they associated with "a significant military occurrence" and presented as proof of the earliest documented combat in that area.


 One hundred twenty-nine individuals' remains have been verified at the location within the Vienna area of Simmering. Excavation crews additionally discovered numerous displaced bones and suspect that the overall victim count exceeds 150—a finding unprecedented in Central Europe.

 Regarding Roman military conflicts, there are no similar discoveries involving combatants," explained Michaela Binder, who headed the excavation project. "Large battlegrounds have been uncovered in Germany with numerous weapons. However, discovering remains of deceased soldiers is unparalleled throughout all documented periods of Roman history.

 Roman soldiers usually underwent cremation until the 200s AD.


 The burial site where the remains were placed indicates a hurried or chaotic disposal of bodies. Each skeletal specimen inspected exhibited evidence of trauma—especially to the skull, trunk, and pelvic regions.

 They exhibit numerous distinct battle injuries, making an execution unlikely. This place clearly resembles a battleground," stated Kristina Adler-Wölfl, who leads the Vienna city archaeology division. "These individuals sustained cuts from swords, lances, as well as damage from bludgeoning weapons.

 The Carbon-14 analysis indicated that the bones were from around 80 to 130 AD. This dating was corroborated with historical records of artifacts discovered in the tomb, such as armor, cheekpieces from a helmet, and the specific nails utilized in Roman military sandals called caligae.


 The strongest hint was provided by a corroded dagger of a kind that was used exclusively from the midpoint of the first century through the beginning of the second century.


 Ongoing research has revealed that only one victim has been identified as a Roman soldier. Scientists are hopeful that DNA and strontium isotope analyses may provide more information about these combatants and their allegiances.

 "The current leading theory suggests that this is linked to Emperor Domitian's Danube campaigns, which took place between 86 and 96 A.D.," Adler-Wölfl stated.


 The city archaeologists stated that this find also indicates the initial indications of the establishment of a settlement that would later grow into the present-day Austrian capital.

 Ｆ１５は１人乗りだが、教育部隊では教官も搭乗する２人乗りの機体を使う。記者は第２３飛行隊長の外川裕之２佐（４６）が操縦かんを握るＦ１５の後席に座り、訓練生の小川洋介２尉（２７）が乗るもう１機のＦ１５とともに、宮崎県沖約１００キロの上空約６０００メートルに設定された訓練空域に向かった。


 突然、機体の前後を軸にして機体がくるりと時計回りに９０度回転し、右肩を下にした状態になった。体をシートベルトでしっかりと固定されながら大きく傾いた。数秒後に機体が水平に戻ったときには平衡感覚が乱れ、乗り物酔いを感じ始めた。


 戦闘機は高速で縦や横、斜めに急旋回する。そのたびに体重の何倍もの重力加速度（Ｇ）がかかり、体を座席に押さえつけられた。


 同時に、装着した耐Ｇスーツが膨らんで太ももや下腹を空気圧で締め上げる。脳に強制的に血液を送るためだ。これがなければ、目は開いているのに視野が暗くなる「グレーアウト」に陥る。全く見えなくなる「ブラックアウト」になる危険もある。

</h3>

 「ドッグファイト」と呼ばれる戦闘機同士が対戦する訓練が始まった。小川２尉のＦ１５が守備側となって、敵役となった記者が乗るＦ１５に対応する想定だ。


 「強いＧがかかりますよ」。前席の外川２佐から呼びかけられ、コックピット両側に付いている取っ手をしっかりと握った。


 機体が急旋回を始めると、体がどんどん重くなる。首を動かすことさえできない。視線だけをキャノピーの外に向ける。ただ、どの方向にどんな姿勢で飛んでいるのか、理解する余裕すらなかった。


 この訓練では最大７・５Ｇがかかっていた。体重７０キロの記者に対し、５００キロ以上の重さがのしかかったことになる。耐Ｇスーツの膨らみに耐えるため腹に力を入れており、まともに息ができない。パイロットはこんな状態で瞬時の状況判断と機体の操縦を求められるのか――。


 左斜め下方向に旋回した時、記者が乗ったＦ１５に追われる小川２尉の機体が視界に小さく入った。その機体からオレンジ色の光が４発放たれ、後方に流れた。自機に飛来する赤外線誘導ミサイルをかわすためのおとりとして出す「フレア（熱源）」だ。


 フレアは相手に警告の意思を伝える手段にもなる。昨年９月に北海道周辺でロシア軍機が３時間のうちに３回も領空侵犯した時には、緊急発進（スクランブル）した空自戦闘機が初めてフレアを使って警告した。


 飛行時間は６２分間。基地に着陸した時には冷や汗もすっかり乾き、吐き気と全身の筋肉のこわばりでぐったりしていた。

 戦闘機のパイロットは空自隊員の中で素質を見極められて選び抜かれた者たちだ。


 練習機で基本操縦を学んだ後、第４世代機の「Ｆ１５」課程（宮崎・新田原基地）と「Ｆ２」課程（宮城・松島基地）、さらには最新の第５世代機の「Ｆ３５」課程（イタリア）に分かれて専門的な訓練を受ける。第５世代機はレーダーに映りにくい「ステルス性」に優れた点が特徴だ。


 機種ごとの課程を終えると全国７か所の基地に拠点を置く戦闘機部隊に配属される。


 主要な任務が、対領空侵犯措置でのスクランブルだ。


 昨年８月には長崎県沖の上空で中国軍機が初めて領空侵犯した。


 Ｆ１５パイロット出身の内倉浩昭・航空幕僚長は直後の定例記者会見で、「海上では船舶に対して放水や体当たりといった物理的手段があるが、航空機の物理的手段には武器の使用しかない。結果的に撃墜となることがほぼ確実だ」と語り、緊迫した状況での対応の難しさを説明した。


 領空は国際法上、その国が排他的な主権を持つ。政府は対領空侵犯措置での武器使用基準について、正当防衛などの場合に限ると厳格に定める。パイロットが航空管制やレーダーなど地上部隊と連携して対応する。


 教官陣を束ねる外川２佐はパイロットに求める資質として「闘志」とともに、「どんな状況でも任務を完遂して基地に無事に戻るしなやかさ」を挙げた。


 小川２尉は「任務をやり遂げるために、知識も技術も貪欲に追求していきたい」と熱っぽく語った。

 George Odiwour, the longtime bodyguard of Orange Democratic Movement (ODM) party leader Raila Odinga, has died.


 The news came to light after ODM party Director of Communications Philip Etale announced the sad development.


 He took to his social media platforms to describe Odiwour as a loyal supporter who stood by him at all costs.

 Sources say Odiwuor was unwell before he died at a hospital in the capital on Wednesday, April 2.


 Odiwuor served as Raila's bodyguard for more than three decades, starting in 1994.

Can Turkey's 'Steel Dome' Thwart Israel in Syria?

This week, unverified reports suggest that Israel’s attacks on Syria’s Tiyas airbase aim to prevent certain activities from taking place.

 Based on an analysis conducted by the Foundation for Defence of Democracies—a U.S.-based research organization—Turkey has the potential to utilize its domestically developed Hisar-O and Hisar-U medium-range air-defense systems, along with the extended-range Siper air-defense system capable of engaging adversary aircraft from distances up to 200 kilometers.


 This kind of operation might make ongoing Israeli attacks more complicated, as they target alleged significant weapons caches from the Assad era that could represent a future strategic risk. Since December, Israel has carried out such assaults on suspected weapon storage sites and military installations in Syria numerous times, amounting to hundreds of strikes.


 Similar to Israel, NATO member Turkey boasts a sophisticated indigenous defense sector and is emerging as a significant exporter of cutting-edge weaponry—a sharp contrast to the outdated and largely obsolescent arms possessed by Syria’s previous government.


 In the early stages of the conflict that began in Syria back in 2011, the country was equipped with an extensive air-defense system comprising Soviet (and subsequently Russian) radars and missile systems. This robust setup caused concern among Western defense strategists who feared it might complicate plans for establishing a "no-fly zone" aimed at preventing airstrikes by the Assad government against civilians.


 The no-fly zone failed to come into existence, even though NATO carried out significant attacks against the Syrian regime in April 2018. Instead of this proposed measure, Syria's air defense system quickly deteriorated due to the ongoing civil conflict and was largely obliterated during multiple strikes led primarily by Israel, which were often intended to stop shipments of weapons from Iran.

 Systems-wise, Syria’s air-defense protections were found to be inadequate as the S-300 systems couldn’t be employed against Israeli forces without approval from Moscow—an authorization said to have been granted merely one time in 2016. In this instance, Israel demonstrated its capability to inflict significant harm upon these S-300 defenses.
 Iran
 In airstrikes conducted in October, it was indicated that the system is extremely susceptible to Israeli weaponry, though these weapons were not utilized against it within Syrian territory. Russia removed the S-300 systems from Syria in 2022 to back up its military efforts in Ukraine.


 Turkey possesses much more advanced systems that might cause concern for Israeli forces contemplating aerial missions. One example is the Koral mobile electronic warfare system. These advancements have made them crucial in contemporary combat scenarios, as they are hard to spot because of their quick frequency hopping capabilities and possess substantial electronic countermeasure strength, along with the capacity to recognize and monitor numerous targets simultaneously.

 In spite of reports about potential Turkish deployments, there hasn’t been any reference to Ankara’s truck-mounted ALP-300G radar system. Similar to the Koral system, the ALP-300G is designed for mobility, allowing quick setup and relocation, thus making it challenging for Israel to target effectively.


 Coupled with Turkey’s Siper air-defense system, the ALP-300G might pose the greatest challenge to the Israeli Air Force in several decades. Based on information from Turkish defense companies Aselsan and Roketsan, a single Siper battery has the capability to launch up to 20 missiles during engagements, capable of concurrently locking onto as many as 10 adversary aircraft at once.

There are speculations suggesting that this technology could potentially end up in Syria.


 Israel has been at the forefront of employing air-to-surface ballistic missiles to neutralize sophisticated defense systems such as the S-300. By leveraging the strong propulsion of these munitions along with the swiftness and elevation of the delivering aircraft, they achieve remarkable speeds and extended ranges.


 However, even though aeroballistic missiles have successfully overcome S-300 systems in Iran, their effectiveness remains unproven when faced with land-based air-defense networks equipped with AESA radar technology.


 Although it remains unclear how much Turkey and Israel want to prevent a significant confrontation, they might resort to harassing and impeding each other’s military activities using their sophisticated electronic warfare tools. This kind of behavior has historical precedence in Syria.


 In US air missions over Syria targeting ISIS, American military leaders reported that Russian units often interfered with communications and aerial activities by employing various electronic warfare technologies.
