<p> 탄핵 선고 4일 후, 이전까지 우리 사회를 어지럽혔던 가짜뉴스나 특히 부정선거 음모론 같은 다양한 음모론들이 줄어들 것인지 혹은 더욱 확산될 것인지를 생각해봅니다. 또는 크게 달라진 상황이 나타날까요? 당연히 이런 현상의 감소는 국익과 사회 안녕을 위해 이상적입니다. 그러나 미국의 트럼프 사태 및 최근 보수 세력의 극단적인 우파 경향성 증대로 미루어보았을 때, 음모론이 쉽게 수그러들 가능성이 적습니다. 저는 이러한 문제들의 영향력이 약간씩 줄거나 거의 변함없게 될 것으로 예측합니다. </p> <p> 가짜ニュース와 가짜 음모론은 극우 및 보수 계층만의 독점품이 아닙니다. 때때로 진보 혹은 좌익 세력에서 이런 정보들이 나타납니다. 하지만 최근 수년 동안 이러한 허위 정보들은 실제로는 주로 극우세력을 중심으로 확산되었습니다. 특히 어떤 극단적인 우익 미디어들과 다양한 우익 유튜버들을 통해서, 윤석열 지지를 선언하는 사람들에게 매우 신속하게 전달되어 들어갔습니다. 한편, 진보 또는 좌파 입장에서는 그들의 노력을 팩트 체킹 작업에 집중시키며 이를 방어하려 노력하고 있습니다. </p> <p> 보수 및 극우 성향의 사람들은 윤석열을 '아시아 버전의 트럼프'라고 칭찬하거나, 그들이 서로 좋은 조합이라고 생각합니다. 이를 바라볼 때 일각에서는 타당하다고 볼 수 있습니다. 양측 모두 무분별하게 추진하는 정책, 시민들과의 의사소통 방해, 기존 매체와의 갈등, 모욕적인 발언, 허위 정보 전파, 그리고 가짜 뉴스 공유 등의 문제에 있어서 비슷한 길을 걸어왔습니다. 트럼프가 먼저 대통령 자리에 올랐으며, 부정선거 음모론 주장에서도 선구자 역할을 하였으므로, 사실상 윤석열 측이 트럼프를 본받았다는 입장이 설득력 있게 받아들여질 것입니다. </p> <p> 20세기에 들어서 자신들의 지배나 재집권, 영원한 권력을 유지하기 위해 음모론을 효과적으로 이용한 정계의 인물로 히틀러와 트럼프가 주목받습니다. 이번에는 우리의 실제 상황과 밀접하게 연관되어 직간접적 영향을 미쳤던 트럼프 씨에 대해 논할 것입니다. </p> <p> <strong> 트럼프 정부 수립 이후 미국에서 가라앉은 음모론 이야기 </strong> </p> <p> 미국에는 음모론 전문 온라인 단체인 큐어넌(QAnon)이 있다. 큐어넌은 트럼프 대통령이 취임한 해인 2017년 말부터 등장해 급속히 세를 불린 극우세력이다. 큐어넌은 미국이 아동 성매매를 일삼는 소아성애자들과 사탄 숭배자에 의해 지배되며, 여기에는 힐러리 클린턴 전 국무장관, 버락 오바마 전 대통령 등이 속해 있다고 주장했다. 또한 비밀 관료 집단인 딥스테이트를 통해 사실상 국가를 통제하고 있다고 믿는다. 모두 너무나 황당한 음모론이다. </p> <p> 마침내 큐레논은 2020년 대선에서 도널드 트럼프가 조 바이든에게 진 것을 인정하지 않고, 불법적인 투표 결과로 인해 패배하였다고 비난하였다. 이러한 주장을 통해 그는 나중에 같은 해 1월 6일 워싱턴 D.C.에서 벌어진 전무후무한 의사당 습격 사건과 연관되었다. 해당 날짜에는 트럼프 대통령이 자신의 소셜 미디어 플랫폼인 트위터를 이용하여 지지를 호소하며 “나는 이번 선거에서 이긴 것이다”라고 언급하기도 하였다. 트럼프는 강력하게 큐레논을 지원하는 것으로 알려져 있다. </p> <p> 큐어넌은 트럼프 2기 집권을 맞아서도 여전히 왕성한 음모론 확산 활동을 벌이고 있다. 지난 1월 캘리포니아 로스앤젤레스 지역 화재 당시 큐어넌을 중심으로 "극좌 성향의 반(反)파시즘 단체인 '안티파' 회원들이 방화를 저지르고 있다"라는 음모론이 퍼졌다. 온라인뿐만 아니라 오프라인에서도 전 세계에 악영향을 끼치고 있다. </p> 유발 하라리는 그의 책에서 이렇게 설명합니다: "2020년 7월에 한 큐어anon 지지자가 캐나다의 젯트 룩드노 트뤼도 총리를 체포하려고 총리관저를 급습했으며, 2021년 10월에는 한 프랑스인이 큐어anon 관련 범죄로 기소되어 프랑스 정부를 전복하고자 하는 쿠데타 계획을 꾀했다는 혐의를 받았다. 또한 2020년 미국 의회 선거에서는 22명의 공화당 출마자들과 2명의 독립출마자를 포함해 여러 명이 실제로 큐어anon 신봉자였다고 알려졌습니다" (304쪽). <p> 큐어넌이 뿌린 악의 씨앗이 얼마나 위험하고 해로운지를 잘 보여준 사례라고 할 수 있다. 더 근본적으로는 가짜 음모론이 인간을 악령이 깃든 좀비로 만들어 국가 최고 지도자에게 해를 끼치려 하고 심지어는 민주공화국 정부를 뒤엎으려고 할 만큼 무모하고 비이성적으로 만든다는 사실을 일깨워 주었다. 가짜 음모론을 별것 아닌 일시적 현상 따위로 허투루 넘길 수 없는 까닭이 여기에 있다. </p> <div> <img data-document-id="cms/api/amp/image/AA1CbE3F" data-reference="image" src="https://img-s-msn-com.akamaized.net/tenant/amp/entityid/AA1CbE3F.jpg"/> </div> <p> <strong> 한국에는 음모론의 최고 수준인 쿠아논과 비슷한 조직이 존재하지 않습니다. </strong> </p> <p> 쿠라논을 주축으로 한 미합중국의 극단적인 우파 음모 이론이 대한민국에서도 면역되지 못했다. 특히 불법 선거에 관한 소문에서는 전세계 어디서도 찾기 어려운 정도의 막대한 영향력을 받아야 한다 할 수 있습니다. 쿠라논 지지자들로부터 만들어진 메시지는 다른 어떤 국가보다 더 정교하게 그리고 장기간 활발히 활용되고 있는 실정입니다. 그러나 안심할 부분은 이러한 음모론을 체계화하는 전문 웹사이트가 국내에는 존재하지 않는다는 것입니다. 우리는 현재 우리 사회 내부에서 이런 논리를 극우 계열의 매체나 온라인 플랫폼, 특정 커뮤니티 및 극우 경향의 유투브 등을 통해 접하며 확산시키고 있다는 것을 알게 되었습니다. </p> <p> '스톱 더 스틸(Stop the Steal)'이라는 구호는 2020년 미국대선 당시 트럼프가 낙선했음에도 불구하고 부정선거를 주장하며 처음 사용되었습니다. 국내에서도 2022년에 국민의힘 윤석열 후보가 당선되었지만, 극우·보수 세력은 이를 크게 외치지는 않았습니다. 그러나 2024년 국회의원 선거에서 참패하게 되면서 이러한 구호를 미국의 극우 음모론자들에게서 차용하여 실제로 거리낌 없이 불러되기 시작했습니다. </p> <p> 트럼프와 윤석열 사이에는 많은 공통점이 있지만, 그들 간에 가장 큰 차이는 트럼프가 군대나 경찰 같은 폭력적 방법 없이 친위쿠데타 또는 반란을 시도하지 않았다는 것입니다. 이것은 매우 중요한 차이입니다. 그럼에도 불구하고 트럼프는 다양한 비판과 함께 거짓말 및 기만 행위를 벌였지만 재집권하는 데 성공했습니다. 그러나 윤석열은 아무런 외부 압박이나 선동 없이 자발적으로 반란을 계획했다고 보여 집니다. 저의 견해로는 파면될 가능성은 거의 확실하다고 볼 수 있습니다. 이러한 면에서도 두 사람에게 상당히 크고 명백한 차이가 있다고 말할 수 있을 것입니다. "아시아의 트럼프"라는 표현은 적절치 않다고 여겨질 만큼 양자는 실제로 너무 다르게 행동하고 있다는 것을 의미합니다. </p> <p> 4일 윤석열이 탄핵 되면 5월 말 6월 초 대통령 선거가 이루어질 것이고 60일 이내 치르는 대통령 선거는 그야말로 이전투구라고 해도 과언이 아닐 정도로 혼탁할 가능성이 매우 크다. 이미 윤석열이 21세기 대표적 민주공화국이자 경제선진국에서 한국민뿐만 아니라 세계인의 상상을 초월하는 친위쿠데타를 일으켰고 그에 동조하는 파시즘 세력이 극렬하게 저항하고 있기 때문이다. </p> <p> <strong> 거짓말, 가짜뉴스, 음모론이 없는 선거를 </strong> </p> <p> 따라서 새 대통령 선거는 그 어느 선거 때보다 각종 거짓말과 가짜뉴스, 음모론으로 심각하게 오염이 된 토양 위에서 치러질 것으로 본다. 하지만 부정선거 음모론이나 사전선거의 조직적 부정 가능성과 같은 대형 음모론은 너무나 오랫동안 극우 쪽에서 써먹은 것이기 때문에 이번에 이를 재활용하기가 쉽지 않다. 한국에는 미국의 큐어넌 같은 악명 높은 음모론 전문 조직도 없다. 결국 잔챙이 음모론과 거짓말, 가짜뉴스로 재미를 보려 하겠지만 큰 재미는 보기 어려운 형국이다. </p> <p> 정말 우려하는 부분은 선거 때는 물론이고 그 이후에도 경제, 노동, 교육, 복지, 과학기술 등 국민의 삶과 생명, 그리고 안전, 국가의 안정과 미래에 대한 설계와 비전이 튼실하게 제시‧논의되지 않고 헐뜯기와 비난, 그리고 불통으로 점철되어 진짜 '새로운 대한민국'으로 다시 도약하지 못할 수 있다는 사실이다. 현실적으로 가능성이 작기는 하지만 거짓말, 가짜뉴스, 음모론이 없는 선거를 치르고 그 후 대한민국이 이를 바탕으로 새로운 민주공화국으로 우뚝 서는 기적을 보여주어야만 한다. </p> <p> 비가 오면 흙이 더욱 단단해지는 것처럼, 위기가 지나면 새로운 기회가 찾아온다는 생각이 계속해서 마음에서 사라지질 않아요. 이런 상황에서는 극단적인 입장보단 중립적 위치에 서있는 사람들에게 주목해야 해요. 만약 이들이 대부분 진실에 눈감지 않고 가짜 정보로부터 자신들을 보호하고 음모론에도 쉽게 넘어가지 않는다면, 우리 나라의 앞날은 확실히 예전보다 나아질 것이란 사실을 저는 확신합니다. </p> <p> <strong> 국가의 목적과 정책에서 추구하는 이상은 동일합니다. </strong> </p> <p> 국가는 국민 안전과 인권, 그리고 생명을 보호해야 한다. 이는 정치가 추구하는 목표이기도 하다. 가짜뉴스와 가짜 음모론은 사회를 혼란에 빠트리고 국민의 뇌에 오물을 집어넣는다. 이것들은 정치 오염의 주범이다. 결국 가짜뉴스와 음모론은 국민의 생명과 안전을 위협하는 대단히 해로운 위험 요인이라고 할 수 있다. 가짜뉴스와 가짜 음모론을 만들어 퍼트리고 또 이를 제대로 살펴보지 않고 믿는 신봉자들은 모두 매국노이자 반국가세력이라고 할 수 있다. </p> <p> 산업재해 또는 공중 보건 및 환경 건강 분야의 전문가들은 이러한 문제를 완화하기 위해 유해 요소로부터 직접적인 노출을 방지하는 것이 필수적이라고 강조합니다. 따라서 그들 대부분은 예방책 개발에서 노출 감소에 중점을 둡니다 대신에 유해 요인 자체보다. </p> 가짜ニュース 및 음모론에 대해서는 이러한 정보를 유포하는 해롭고 극단적인 미디어 소스, 예를 들어 특정 우파 언론이나 인터넷 플랫폼, 그리고 '디시인사이드' 같은 국내의 강경 보수성향 커뮤니티, 또는 그런 주장을 담은 영상을 공유하는 극우 채널들에서 이런 잘못된 내용을 게재하지 못하도록 하는 등의 조치가 필요하다. 이때 중요한 것은 해당 자료들의 확산 속도를 크게 저하시키기 위해 출처 차단과 함께 이미 업로드 된 것들은 모두 제거해야 함이다. <p> 여기에 더해 가짜ニュース와 음모론 같은 사회적인 문제들을 근절하기 위해서는 그들의 생성 및 유통을 완전히 차단하고 엄격한 제재가 필요하며, 특별히 큰 규모의 경제적 벌금도 도입되어야 합니다. 이때에는 언론 활동과 표현의 자유 또한 존중받아야 할 것입니다. 이러한 법률과 제도의 개정은 이제 더욱 절실하게 요구되고 있습니다. </p>
