 WASHINGTON (AP) — Secretary of State Marco Rubio announced on Saturday that the U.S. would be canceling every visa possessed by
 South Sudanese
 passengers, blaming the African country's administration for "exploiting the United States."


 Each nation should promptly accept the return of its citizens when another country, such as the United States, requests their removal," stated Rubio. He further noted that "the transitional government of South Sudan has not completely upheld this principle.


 In addition to canceling visas, Rubio stated that the U.S. would "stop issuing new ones to prohibit South Sudanese passport holders from entering the United States."


 The political situation in South Sudan remains delicate, with recent clashes between government forces and armed opposition groups intensifying the strain.

 appealed to regional and international leaders to stop South Sudan from "plunging over the edge" into chaos.

 An American-Filipino missionary volunteer hailing from New Mexico was named Miss World Philippines Quezon City 2025 during festivities that took place on Saturday night, April 5.


 The teenager who competed was just 17 years old and outperformed ten other participants in an event organized at the Monet Ballroom within the Novotel Manila Araneta City located in Quezon City.


 Simpson represented Barangay Socorro in the pageant, which was the inaugural event aimed at choosing Quezon City’s official representative for the Miss World Philippines contest.

 Earlier, during an interview with DIWIDA News |.net, she shared that she was raised in Roxas City, Capiz, which is also where her missionary journey began.


 In the 2023 Miss Teen USA competition, Simpson received the honor of Miss Congeniality from her fellow contestants. Although UmaSofia Srivastava secured the top prize, she stepped down from her position when Miss USA Noelia Voight decided to resign.


 As Miss World Philippines Quezon City, Simpson bears the duty of representing the city in the 2025 national competition and aims to uphold the crown from her predecessor.

 Global deaths from HIV/AIDS and new infections could soar to levels unseen since the start of the century if planned funding cuts to foreign aid are sustained, undermining years of progress, experts warn.

 published in the journal
 The Lancet HIV
 estimates there could be 4.4 million to 10.8 million additional new HIV infections by 2030 in low- and middle-income countries and 770,000 to 2.9 million HIV-related deaths in children and adults.
 
 
 The administration of US President Donald Trump has severed support for humanitarian work worldwide—including withdrawing the US from the World Health Organization and freezing funding for the President’s Emergency Plan for AIDS Relief (PEPFAR) and the US Agency for International Development (USAID).
 
 
 Other major international donors, such as the United Kingdom, France, Germany, and the Netherlands, which together with the US, account for over
 90 percent
 of global aid, have also announced plans to implement significant cuts to foreign aid.
 
 
 According to the researchers, collectively, it could lead to a 24 percent reduction in global international HIV funding by 2026.
 
 
 ‘’We will see it come back and we [will] see people dying the way we saw them in the 90s and in 2000s. Looking ahead, if other donor countries reduce funding, decades of progress to treat and prevent HIV could be unravelled. It is imperative to secure sustainable financing and avoid a resurgence of the HIV epidemic which could have devastating consequences, not just in regions such as Sub-Saharan Africa, but globally,’’ Winnie Byanyima, UNAIDS executive director said.
 
 
 Historically, the US has been the largest contributor to the global HIV response, investing more than
 US$100 billion
 through the PEPFAR since it was established in 2003.
 
 
 However, cuts to PEPFAR and USAID-supported programmes have already severely disrupted access to essential HIV services, including for antiretroviral therapy and HIV prevention and testing, says Debra ten Brink of the Burnet Institute, Australia, co-lead author of the study.
 
 
 Separately, the head of the UN agency coordinating the fight against HIV-AIDS warned that an additional 6.3 million people will die in the next four years unless support is reinstated. This represents a “tenfold increase” from the 600,000 AIDS-related deaths recorded globally in 2023, she said.
 
 
 Byanyima also predicted an additional 8.7 million new infections—up from 1.3 million new infections globally in 2023.
 
 
 The greatest impact would likely be in Sub-Saharan Africa and among vulnerable populations, including people who inject drugs, sex workers, men who have sex with men, and children, according to the researchers.
 
 
 They called for a multipronged approach to help offset the effects of sudden funding cuts and build long-term sustainability.

 「お寺や日本のポップカルチャーが好き」
</h2>

 日本へ来るのは2年ぶり2度目だという、ノルウェー在住で同国出身のアマンダさんとイギリス出身のジェレミーさん。ノルウェーから日本へは2025年3月時点では直行便がなく、ふたりは飛行機を乗り継いでやって来ました。


 「またすぐに帰って来たい」と、3度目の訪日を熱望するほど、すっかり日本に魅了されたふたり。今回は2週間滞在し、前回行くことができなかった名古屋や富士河口湖、姫路などをめぐる予定です。


 「お寺や日本のポップカルチャーが好きだから、また来たかったんです」とアマンダさん。ジェレミーさんは「あとなんといっても日本食ですね」と、おいしい日本の食べ物に目がない様子です。

 「日本は意外にすーっと通っていくから」
</h2>

 日本の美しい景色や歴史的建造物など、さまざまな文化体験を楽しんでいますが、ふたりには日本で戸惑ったことがありました。それは交通ルールです。


 「信号がない交差点や横断歩道で、歩行者はいつ渡ったらいいのかなって、ちょっと戸惑いました。ノルウェーでは歩行者が見えたら車は必ず止まります。もしくは、渡っていいよってライトで合図してくれますね。日本は意外に車がすーっと通っていくから、渡っていいタイミングがわからなかったです」


 日本でも、横断歩道を歩行者や自転車が横断しているときや、横断しようとしているときは、横断歩道の手前、もしくは停止線がある場合は、その手前で一時停止をすることが法律で定められています。ところが、ジェレミーさんたちが困惑するほど、譲ってくれる車が少なかったのは、とても残念でなりません。


 警察庁の発表によると2020年から2024年までの過去５年間で、自動車と歩行者が衝突した交通死亡事故のうち35.5％は、横断歩道を利用したにもかかわらず発生しています。誰もが交通ルールやマナーを遵守し、安全な日本を保ちたいですね。

 Winning the right to host the expo, in 2018, has had a significant impact on Japan's second city, known for industry, enterprise and its citizens' offbeat sense of humour. (The home of
 manzai
 stand-up comedy is a city where gentle ribbing of a stranger in a bar will elicit similar mockery in response - unthinkable in the capital.)


 The greatest transformation can be seen in the heart of the city, where the once-gritty districts around Osaka Station have undergone extensive regeneration, culminating in the official opening of Grand Green Osaka last month.


 A 45,000-square-metre park in the Umekita district, it features concentric rings of vegetation around a vast central lawn and ponds. The 600 billion yen (HK$31 billion) redevelopment also incorporates an event dome and links to underground and elevated walkways that make the city centre more user-friendly. Overlooking the park is an urban onsen - swimming suits required - on the third floor of a new skyscraper.


 Below street level is an entirely new city, with the Time Out Market restaurants arrayed around a central bar serving Osaka craft brews as buskers perform in elegantly designed spaces open to the sky two storeys above.


 Hotel developers have taken advantage of the opportunities created by the expo developments to broaden their reach, leading to the launch of the 308-room Canopy by Hilton Osaka Umeda—the inaugural property for Hilton’s lifestyle brand in Japan—and the 482-room Hotel Hankyu Gran Respire Osaka.

 The most impressive newly launched establishment is the Waldorf Astoria Osaka, which made its debut on April 3rd. This marks the initial location in Japan to carry the renowned moniker of the New York hotel. It features an expansive bar offering views of Grand Green Osaka and the extensive Yodo River, with the exposition area visible in the far-off distance.


 Throughout, the Waldorf Astoria combines early 20th century New York elegance with modern Japanese touches, largely attributed to
 Hong Kong-based architect and designer Andre Fu
 : bonsai plants paired with classic scroll artworks along with daring contemporary art installations; washi paper integrated with intricate geometric patterns in wood; and corridors evocative of torii gates guiding to a shrine.


 Osaka might have undergone regeneration, yet numerous remnants of the former city remain for you to discover.


 Located at the boundary between Osaka and Kobe lies the Nishinomiya district, where its coastal region has long served as a hub for sake breweries catering to local tastes through the years. Within just a short distance from Nishinomiya Station, you can find over a dozen such breweries along with a dedicated museum celebrating Japan’s distinctive beverage heritage.


 Taste the silky, award-winning Souka Junmai Daiginjo at Nihon Sakari, where a restaurant is nestled within its contemporary brewing facility, and you’ll realize that certain experiences remain timeless.

For many of the more than 25,000 fans that packed the stands at Eden Park on Monday night to witness the All Whites qualify for next year's Football World Cup with

 Fans had been waiting 15 years since New Zealand's last World Cup appearance and for many they still rated that South Africa campaign in 2010 as a highlight of their life.

 After three failed world cup qualification campaigns since the New Zealand were last on football's biggest stage, it was also a relief for some of the side's veteran players that they got the job done.


 Defender Michael Boxall, who has played more than 50 times for New Zealand, picked the right moment to score his first goal for his country when he broke the deadlock in 61st minute.


 "Took a long ass time but I got there," Boxall quipped post-match.


 Kosta Barbarouses came off the bench to replace captain and prolific goal-scorer Chris Wood, who has a hip injury, and scored the All Whites' second goal five minutes after their first.


 "Feels like a culmination of 15 years of work into one moment really for me, a lot of ups and downs and to help contribute to get to where we want to go is pretty special, pretty emotional and just an amazing feeling to be honest," Barbarouses said.


 The All Whites are the second team - outside of the hosts USA, Canada and Mexico - to qualify for the expanded 48-team tournament.


 Japan were the first, securing their place last week via the Asia Football Confederation qualification pathway.


 With 15 months until the world cup kicks off All Whites coach Darren Bazeley said the achievement was still sinking in.


 "So I've watched every world cup, it's the biggest sporting event in the world not just the biggest football event, it's the biggest sporting event in the world and we're going.


 "I probably hasn't really dawned on me what that actually means because we've been so focussed on just getting the job done and it's my job to get us there and I feel like whilst it's really nice now and it's a reward, it was my responsibility to help get us there so that's quite satisfying - but we always want more."


 Twenty-year-old Tyler Bindon can ask his mum Jenny Bindon, a former Football Ferns goalkeeper, what it takes to perform at a world cup.


 She's been through it all before.


 However, the young player who has inked a deal with Nottingham Forest doesn’t appear to be the kind one would get intimidated by major occasions.


 I believe you always experience some butterflies before the match begins, yet that turns into excitement pretty quickly. Once things get going, it’s all about playing football after all—just one ball and two goals. That’s something I’m accustomed to.


 New Zealand Football receives slightly more than $18 million for making the qualification round, with approximately 40 percent of this amount set aside for the players.


 Additional funds will replenish the treasury based on how deep the All Blacks progress in the competition.


 To those athletes who didn’t participate in the qualifiers yet still aspire to secure their spot on the World Cup flight, Bazeley offers a straightforward message.


 I believe they should continue to focus on their work with their clubs, maintain strong performances at the club level since we’ll have selection periods when we choose our teams, providing chances to make a case for themselves.


 In June, The All Blacks will have an early look at one of the World Cup host venues as they face off against Côte d'Ivoire and Ukraine in the Canadian Shield tournament held in Toronto.

 日本のビザ（査証）が人気を博している理由は、大半の欧州諸国がロシアとの直行便を禁止していることとや日本ビザの申請手数料がロシア人に対しては無料であることとされている。ウクライナ戦争への多額の政府支出がもたらした景気回復による実質賃金の増加を最大限に活用しようと、国民は欧州に代わる新たな旅行先を開拓している。


 モスクワに住むエリザヴェータ さんは「ずっと日本に行きたいと思っていた。ビザを取得する手続きが早かったことも後押しになった。最近は欧州へ行くのが難しくなっているが、日本のビザは4、5日で取得できる。日本に行くことに決めた」と話した。


 ロシア観光産業連合会のドミトリー・ゴリン副会長はこの状況について、日本で休暇を過ごすロシア人の数は昨年の約10万人から今年は倍増するだろうと予測する。ゴリン副会長は「第1にビザの取得が非常に簡単で、4、5日で発給され、しかも無料であるため、ビザに関する問題がない。唯一の問題は大使館での長い行列だが、今は日本旅行のハイシーズンだから無理もない。春に日本を訪れる人にとって、桜はおそらく最も人気のある象徴だろう」

 Pour la huitième fois consécutive, la Finlande est le pays le plus heureux où vivre. Le Danemark et L'Islande complètent le podium. Dans le top dix, suivent ensuite

 Le rapport est basé sur les données de la
 Gallup World Poll
 provenant de personnes dans plus de 140 pays. Les pays sont classés en fonction de leurs évaluations moyennes de la vie au cours des trois années précédentes, donc pour ce rapport de 2022 à 2024.


 L'enquête demande à chaque participant d'évaluer leur vie dans son ensemble. Le rapport examine six variables clés dans ces évaluations de la vie : le produit intérieur brut par habitant, le soutien social, l'espérance de vie en bonne santé, la liberté, la générosité et la perception de la corruption.

 Often imagined as the crown jewel of future megastructures, a Dyson swarm—an orbiting fleet of solar collectors around the Sun—has long been considered a potential key to unlocking interstellar-scale energy. But a new scientific study suggests that building such a structure could come at a devastating cost: making Earth uninhabitable.


 While Dyson swarms are typically relegated to science fiction and theoretical engineering, researchers are now turning the idea into a subject of real planetary climate modeling. A recent paper
 published in
 Solar Energy Materials and Solar Cells
 explores just how a solar-saturating megastructure could affect Earth’s climate. The answer is sobering: a full Dyson swarm could raise the planet’s temperature by 140 degrees Kelvin, enough to boil oceans and erase all known life.

<h2>
 A grand design for civilization-level energy
</h2>

 Originally proposed by physicist Freeman Dyson in 1960, the concept of enclosing a star with energy-collecting satellites has captivated imaginations for decades. In theory, such a structure would allow a Type II civilization on the Kardashev scale to capture most or all of its star’s energy output—an estimated 386 yottawatts in the case of our Sun.


 Instead of building an impossibly rigid shell—a classic “
 Dyson sphere
 ”—the more plausible version is a
 
 Dyson swarm
 
 : countless solar collectors orbiting at various distances, built gradually from materials mined in the solar system.


 But until now, few studies have asked a critical question:
 What happens to the planets left inside that swarm?

<h2>
 Trapping the Sun: a thermal nightmare for Earth
</h2>

 Physicist
 
 Ian Marius Peters
 
 of the Helmholtz Institute Erlangen-Nürnberg set out to model the environmental consequences of such a megastructure. His results, presented in the new study, reveal that trapping and redirecting solar energy at this scale doesn’t come without consequences.


 A complete
 
 Dyson swarm
 
 placed just beyond Earth’s orbit would dramatically alter the balance of
 solar radiation
 , pushing Earth’s global average temperature up by 140 K. That level of warming would vaporize oceans, collapse atmospheric dynamics, and render the planet completely uninhabitable.


 The conclusion is stark: even with perfect energy-harvesting efficiency, Earth cannot coexist with a fully operational Dyson swarm unless it’s very carefully engineered—and very far away.

<h2>
 Is there a compromise?
</h2>

 Peters explores alternative scenarios, including a partial swarm placed at about 2.13 AU from the Sun—just past Mars. This configuration would allow the structure to harvest 15.6 yottawatts, or roughly 4% of the Sun’s total output, while raising Earth’s temperature by less than 3 K—comparable to the impact of modern-day global warming.


 But even this compromise would require
 
 1.3 × 10²³ kilograms of silicon
 
 —a quantity that surpasses the total crustal silicon available on Earth. Harvesting it would likely mean mining Mercury or asteroids at an industrial scale that dwarfs any current human endeavor.

<h2>
 The Tradeoff between Energy and Habitability
</h2>

 The study underscores a crucial and often overlooked truth: technological scale has ecological consequences. The dream of
 
 Dyson swarms
 
 hinges not just on engineering capability but on understanding planetary systems. When you enclose a star, you don’t just capture its energy—you change how that energy flows through space.


 Peters’ modeling reveals a fundamental dilemma: more power means more heat, and unless that heat is meticulously managed, life-sustaining worlds like Earth pay the price.

 It ranked 15th on the Office for National Statistics (

 ) list of destinations.


 That put it above
 Nottingham
 (16th), Robin Hood's homeland, and Aberdeen (17th), repeatedly a winner of the 'Beautiful Scotland' award.


 Crawley, which derives from the Anglo Saxon word 'crawe leah', meaning 'a crow-infested clearing', also beat out Newcastle-upon-Tyne, Reading and world-famous pilgrimage destination Canterbury.


 The results could be explained by Crawley being home to
 Gatwick
 Airport, a major international terminal used by millions of passengers.


 Crawley ranked 20th in a list of the worst places to live by a national newspaper.


 It sparked a staunch defence by The Argus, a local publisher in the Brighton region, who said it was a 'great place to live'.


 The ONS report, scored on the number of overnight visits made, excluded London.


 It said the capital attracted 20.3million overnight visits in 2023.


 Edinburgh, which topped its list, had 2.3m visits, according to the huge survey, based on answers from hundreds of thousands of interviewees.


 Manchester (1.7m) came in second and
 Birmingham
 (934,000) third.


 Liverpool (900,000) and Glasgow (685,000) rounded out the top five.


 Foreign residents made 38m visits to the UK in 2023, up from 31.2m in 2022.


 Spending also increased, leaping from £26.5bn in 2022 to £31.1bn.


 
 And, while visitor numbers remain lower than pre-pandemic levels, tourists visiting Britain spent more money than in 2019.
 


 But plans for a 'hotel tax' under Chancellor Rachel Reeves could see holidaymakers face an additional £12-a-night in future.


 Treasury officials are understood to have carried out 'modelling exercises' to work out the impact of introducing a similar levy as one applied in France.


 Across the Channel, nightly accommodation charges range from less than a pound per person per night at a campsite to up more than £12 in a five-star hotel.


 Several councils, including Manchester, Bournemouth, Christchurch and Poole, have already introduced a so-called visitor charge which hotels can itemise on guest bills.


 A report in April last year estimated the charge had raised £2.8m for Manchester alone in its first year.


 The Chancellor's proposal for a widespread approach across the nation has been met with staunch opposition from international brands such as Burberry and Rolex-seller Watches of Switzerland to Heathrow and hotelier Sir Rocco Forte.


 London lobby group BusinessLDN also called on Labour to 'prioritise growth-enhancing' policies.


 But calculations by economic campaign group TaxPayers' Alliance found adopting a £1.25 charge per night would raise around £560m per year.


 York, which ranked just above Crawley on the list with nine million visitors over 12 months, has already welcomed the idea of a tourist tax for the city to help upkeep sites such as the Roman walls and Shambles shopping area.


 Of the ten countries whose residents visited the UK the most frequently in 2023, seven were EU countries.


 The three non-EU countries were the US, Australia and Canada.


 As in 2022, the US topped the table for foreign visitors in 2023, with 5.1m.


 The US was followed by France (3.2m), Germany (3m) and Ireland (2.9m).

 And, while visitor numbers remain lower than pre-pandemic levels, tourists visiting Britain spent more money than in 2019.
 


 But plans for a 'hotel tax' under Chancellor Rachel Reeves could see holidaymakers face an additional £12-a-night in future.

 London lobby group BusinessLDN also called on Labour to 'prioritise growth-enhancing' policies.


 But calculations by economic campaign group TaxPayers' Alliance found adopting a £1.25 charge per night would raise around £560m per year.


 York, which ranked just above Crawley on the list with nine million visitors over 12 months, has already welcomed the idea of a tourist tax for the city to help upkeep sites such as the Roman walls and Shambles shopping area.


 Of the ten countries whose residents visited the UK the most frequently in 2023, seven were EU countries.


 The three non-EU countries were the US, Australia and Canada.


 As in 2022, the US topped the table for foreign visitors in 2023, with 5.1m.


 The US was followed by France (3.2m), Germany (3m) and Ireland (2.9m).
